Preliminary Internal Review Draft <br />Goal TA.2. Increase regional transit <br />connections. <br />Strategy <br />A. Coordinate with Boulder County's <br />Strategic Transit Plan to advocate <br />for increased transit frequency and <br />coverage in Louisville. <br />B. Support planned future regional <br />fixed route transit investments, <br />including RTD route changes, new <br />routes, and Bus Rapid Transit (BRT). <br />C. Partner with RTD and other <br />regional agencies to support <br />enhanced transit on CO-42 and <br />South Boulder Road, in accordance <br />with the RTD Northwest Area <br />Mobility Study (NAMS) and <br />Future 42. Support can include <br />infrastructure upgrades, signal <br />and operational modifications, <br />additional bus stops, and local <br />funding matches. <br />D. Plan for the future Northwest Rail <br />service in accordance with the <br />RTD Northwest Rail Peak Service <br />Feasibility Study. <br />a. Pursue funding as available <br />through SB24-184, SB24-230, <br />and the Joint Service Report <br />to Governor and Legislature <br />required by 184. <br />b. Encourage diverse development, <br />multimodal connectivity and first - <br />and -last mile near the future rail <br />station. <br />c. Coordinate new development <br />and infrastructure improvements <br />with recommendations in the <br />RTD Peak Rail Study. <br />E. Support decarbonization efforts <br />through transit alternatives and <br />electrification of the transit fleet. <br />Goal TA.3. Implement programs <br />such as Transportation Demand <br />Management (TDM) to promote <br />alternative transportation options <br />and optimize existing transportation <br />facilities. <br />411 <br />Strategy <br />A. Support Bus Rapid Transit and <br />transit -oriented development to <br />increase use of transit and improve <br />multimodal access. <br />B. Support car -light and car -free <br />lifestyles by supporting carpooling <br />through an incentive program or <br />expanding on Louisville's existing <br />pilot car share program or expansion <br />of the Colorado Car Share program, <br />which has an existing presence in <br />Louisville and across the region. <br />C. Promote RTD's existing <br />Neighborhood EcoPass Program, <br />which grants residents a 30-50% <br />subsidy on an RTD EcoPass and <br />provides unlimited access to all RTD <br />services. <br />D. Install covered and secure bike <br />parking in high -use areas to support <br />long-term riders. <br />E. Adopt parking strategies <br />recommended in the Downtown <br />Vision Plan for Streetscapes and <br />Public Places (Downtown Vision <br />Plan), such as shared parking, <br />time -restricted parking, real-time <br />information on parking availability, <br />and wayfinding between satellite <br />parking locations and key <br />destinations. <br />F. Invest in Intelligent Transportation <br />System (ITS) investments, such <br />as vehicle to vehicle (V2V) <br />communications, vehicle to <br />infrastructure communications <br />(V2I), vehicle to pedestrian <br />communications (V2P), transit <br />signal priority, real time travel data, <br />adaptable signage, and traffic signal <br />coordination. <br />Transportation <br />Demand <br />Management <br />refers to a set of <br />strategies and policies <br />aimed at managing <br />transportation needs <br />in a way that reduces <br />traffic congestion, <br />encourages <br />sustainable <br />transportation <br />options, and improves <br />the efficiency of the <br />transportation system. <br />Transportation and Mobility 173 <br />
