Lcityof <br />Louisville <br />COLORADO , SINCE 1878 <br />Decarbonization <br />Internal Decarbonization Plan Implementation <br />On January 21, 2025, City Council approved grant contracts from the Colorado Energy Office to fund <br />decarbonization efforts. These grant funds will play a key role in advancing the City's climate and <br />sustainability goals. <br />The Project Manager position that will oversee implementation of the City's Decarbonization Plan has <br />been hired. They will lead drafting and publication of the various RFPs required for implementation. <br />Additionally, Public Works has spearheaded the transition of the city fleet to electric with the purchase <br />of several new electric vehicles (EVs). At this time, the city has electrified 11% of the electrifiable fleet. <br />The Division plans to apply for Xcel rebates in late summer or early fall 2025 to support the installation <br />of EV charging stations. <br />For a detailed fiscal overview of the Internal Decarbonization Plan, visit the City's 2025-2026 Budget <br />Book (see page 160 and multiple capital improvement project sheets). <br />Community Decarbonization Implementation <br />To help frame this portion of the memo, it is important to understand that community decarbonization <br />is a multifaceted effort. At the foundation is the 2024 Community Decarbonization Plan, which —while <br />not formally adopted by council —provides strategic guidance. Supporting this are a variety of programs <br />that serve as "rungs on the ladder" toward the overarching Climate Action Goals: a 60% reduction in <br />greenhouse gas emissions by 2030 and achieving carbon neutrality by 2050. <br />Plan Implementation and Community Engagement <br />Implementation of the Community Decarbonization Plan is nearing completion, with support provided <br />by Xcel Energy's Partners in Energy (PIE) consultants. The plan focuses on three primary areas: <br />transportation, residents, and businesses. <br />Residential Engagement <br />For homeowners, the City partnered with the City of Lafayette and Town of Superior sustainability staff <br />to launch the 1-2-3 Electrify! (see YouTube links in Event section) workshop series. This series guided <br />single-family homeowners through the home electrification process. <br />For renters, staff have collaborated with Boulder County to engage owners of multi -family properties <br />and develop resources that help renters improve energy efficiency. <br />Preliminary data analysis has identified multi -family housing stock that would be strong candidates for <br />electrification. With additional funding and resources, staff could look to supporting electrification <br />efforts at these properties in partnership with Boulder County. <br />Equity- Priority Engagement <br />The City has been engaging residents of Parco Dello Zingaro (PDZ), Louisville's mobile home park, <br />through several initiatives, including equity -priority efforts and programming supported by Program 6 of <br />the Bag Tax. <br />2 of 13 <br />JULY 2025 <br />6 <br />
