City Council Economic Vitality Committee <br />Meeting Minutes <br />August 14, 2025 <br />Page 3 of 4 <br />Manager Zarate gave an overview on the development updates and asked for <br />questions. Mayor Leh suggested that staff consider redlining relevant updates at each <br />meeting. <br />Mayor Leh asked if Birdie Bar was open yet. Manager Zarate responded that the <br />building is complete and that they should be opening soon. <br />Mayor Leh asked if Manager Zarate had a sense of how long it might take for Delo <br />Boom to start construction. Manager Zarate responded that she did not have a timeline, <br />but noted that she met with the group earlier today to discuss the requested tax <br />increment -financing rebate. The amount of tax increment available for rebate will likely <br />determine when and how the project moves forward. <br />Mayor Leh asked if King Soopers original 2025 planned construction date was still <br />accurate. Manager Zarate confirmed that the project will be breaking ground on <br />September 12. <br />Councilmember Fahey asked if Ironton has moved forward with their plans for <br />construction. Manager Zarate responded that staff has had conversations with Ironton <br />and that the site is no longer listed for sale. Conversations have included urban renewal <br />assistance and Planning/Building processes, but there has not been a timeline identified <br />at this point. <br />COMMITTEE MEMBER COMMENTS <br />Councilmember Fahey had no comments. <br />Mayor Leh recognized that the Street Faire had its last event of the summer and noted <br />that it seemed to be quite a successful season. He also commented that he had been in <br />contact with the Governor's point person on the Front Range Rail project and noted that <br />the train that is being discussed now shows Louisville, Broomfield and Westminster on <br />the route. He added that the rail service should begin in 2029 and is not expected to <br />require a vote or any federal funding. <br />POTENTIAL FUTURE AGENDA ITEMS <br />Mayor Leh mentioned that he spoke with Director of Community Development Rob <br />Zuccaro about the EVC being able to review the proposed 2024 I -Codes. Staff <br />confirmed that this item will come to the EVC in September. <br />Mayor Leh requested that Main Street Designation be removed from the future items list <br />unless staff recommends moving forward with it. <br />Mayor Leh asked whether the Business Satisfaction Survey results could be presented <br />to the EVC in October. Manager Zarate responded that the October meeting packet <br />would be due before the survey is planned to conclude. Mayor Leh mentioned that the <br />survey results could be presented in November following Economic Vitality Day. <br />Agenda Packet P. 5 <br />
