Ruskus replied, yes. She explained that the focus groups would be surveying citizens for <br />reasons that they currently go downtown and what would bring them downtown more <br />often. <br /> <br />Howard asked Ruskus to explain the term 'evaluation of development climate.' <br /> <br />Ruskus replied that this would be a learning process for the Downtown Business <br />Association also and Progressive Urban Management Associates will be walking them <br />through each step. <br /> <br />Howard expressed concern for the lack of definition in the proposal, specifically with the <br />workshops. <br /> <br />Ruskus stated that the 'workshops' are for coming together at the end of each task to <br />reach a conclusion. It will be to work with the data that was collected in each step. <br /> <br />Howard asked for clarification that the workshops would be to redefine the research and <br />evaluation. <br /> <br />Ruskus replied, yes. <br /> <br />Howard agreed that something has to be done to bring together the majority of the <br />downtown business community. He suggested that any future proposals include <br />definitions easily understood by the general public. <br /> <br />· Ruskus agreed. <br /> <br />Levihn agreed that downtown Louisville is what makes the City unique. He expressed <br />concern, however, that Council is supporting one area of town over other areas of town. <br />He questioned whether Council would support the Safeway shopping center if the center <br />was experiencing bad economic times. <br /> <br />Mayer agreed with Howard. He agreed with Levihn that downtown Louisville is different <br />from other areas of town. He stated that the City of Louisville has invested over four <br />million dollars in downtown Louisville because of its benefits to the general public. He <br />commended Progressive Urban Management Associates for trying to identify what <br />businesses can succeed downtown. He expressed support for the proposal and stated that <br />it would benefit both the businesses and the City of Louisville. <br /> <br />Davidson agreed with Levihn. However, he explained that the government offices for the <br />City are downtown, so the City is a 'downtown player.' Davidson stated that all other <br />areas also have a major anchor store that helps bring in the business and downtown <br />Louisville does not. He expressed support for the project and the data that it would collect <br />which would be useful for traffic studies, etc. <br /> <br />6 <br /> <br /> <br />
