Keany moved that Council approve the Downtown Business Association Progressive <br />Urban Management Associates proposal and provide a grant to the Downtown Business <br />Association in the amount of $13,487, seconded by Sisk. <br /> <br />Sisk questioned whether a payment would be made up-front, with the balance to be paid <br />afterward. <br /> <br />Ruskus replied, yes. She explained that a payment is to be made at the completion of each <br />task. <br /> <br />Sisk offered a friendly amendment that the City will contribute their share of the cost in <br />accordance with a contract to be worked out with Progressive Urban Management <br />Associates. <br /> <br />Friendly amendment was accepted by Keany. <br /> <br />Roll call was taken. Motion passed by a 6-0 vote, with Lathrop being absent. <br /> <br />Davidson stated that the City Council Finance Committee would be determining the <br />source for the grant funds at their next meeting. <br /> <br />AUHTORIZATION TO BID - TENNIS COURT LIGHTS AT THE <br /> RECREATION CENTER COURTS <br /> <br />Davidson called for staff presentation. <br /> <br />Steve Baysinger, Parks & Recreation Director, explained that in the 1999 budget, <br />$60,000 was allocated for the installation of a trail on the Callahan property, which will <br />likely not be constructed during 1999. He stated that during discussions for the 1999 <br />budget, lighting for the tennis courts at the Recreation Center was discussed and <br />prioritized but was unable to be funded. Staff has obtained an estimate on the light <br />installation in the amount of $55,000 and is requesting authorization to bid the project, as <br />the Callahan Trail will likely not be built in 1999. <br /> <br />Jon Buri, 186 W Monarch Court, Louisville, explained that he is representing the <br />Centennial Valley Tennis Association. He stated that the request to install lights at the <br />Recreation Center tennis courts has been submitted to Council each year for the past three <br />years. He explained that the lights would allow the Association to complete their matches <br />and run the Louisville Tennis Tournament. He requested that Council authorize the Parks <br />& Recreation Department to bid installation of tennis court lights. <br /> <br />Davidson explained that he requested that this item be placed on the Agenda. He stated <br />that the trail across the Callahan property would likely be delayed until next year due to <br />negotiations with Boulder County on the location of the trail.
