would be connected by a 24' wide private access, loop drive which would follow the <br />outside perimeter of the property, being external to the proposed development. The PUD <br />also reflects the potential of access easements extending to the north into the Johnson <br />Property, as well through the Mobley property to the south for a connection to Dillon <br />Road, 500' to the south. These off-site easements have not been secured in any manner <br />from the adjoining property owners. <br /> <br />With an estimated building coverage ranging between 90,000 to 100,000 SF, less the <br />open space and right-of-way dedications, building coverage is at 12%. Open space <br />coverage on the net land area of 18.2 acres exceeds 50%. <br /> <br />Building setbacks are reflected at a minimum of 280' to the edge of right-of-way for So. <br />96th Street, and 100' between the gym facility and the east property boundary. An <br />exception to that is the two- story, residential unit, or rectory, which is located only 35' <br />from the east property boundary. The location of rectory should be re-evaluated to reduce <br />impacts of noise, vibration, and derailment. <br /> <br />The preliminary subdivision plat reflects that the westerly property boundary extend out <br />to the centerline of So. 96th Street currently. The plat proposes to dedicate a total of 60' <br />for right-of-way purposes, 30' would be provided for future street improvements and <br />widening. <br /> <br />The open space dedication requirement was not waived. The applicant is proposing to <br />dedicate 2.5 acres, or 12%, to the City as open space. The 120' wide strip fronts So. 96th <br />Street and is proposed to be improved with landscaped berming to screen parking and <br />game fields from So. 96th Street. <br /> <br />The grading plan reflects that the finished floor elevation for the buildings (5,346.5') will <br />be approximately 10' lower the elevation of So. 96th Street. <br /> <br />The maximum building height in the Agricultural Zone District is 27'. The elevation of <br />the main church building reflects the design of the building to be a pyramidal structure <br />with an overall height of 112' from grade to the terminus point of the pyramid. The <br />church is designed with a seating capacity of 1,200 attendees on a single level in a <br />circular seating arrangement. The applicant is requesting an 85' height variance. The plan <br />reflects that the height of the enclosed portion of the pyramid, or the topmost roof surface <br />to be at 75'. The balance of the structure is open and continues up another 35'. <br />The applicant is basing the request for a height variance on three factors. Those factors <br />address the height of the building in relation to the size of the parcel, the setback from So. <br />96th Street, and the ability of the pyramidal form to reduce the visual impact of the <br />building. The applicant has not provided architectural details related to building colors or <br />materials. Staff feels that such a variance is not supportable based upon the information <br />submitted. <br /> <br />13 <br /> <br /> <br />
