Mayer stated that during the Northwest Parkway Intergovernmental Agreement <br />negotiations, it was agreed that this property would be released from the <br />Intergovernmental Agreement. <br /> <br />Mayer moved that Council approve Resolution No. 31, Series 1999 - A Resolution <br />Approving A Second Amendment To The Lafayette/Louisville Buffer Comprehensive <br />Development Plan Intergovernmental Agreement Among The City Of Louisville, The <br />City Of Lafayette And The County Of Boulder, Colorado, seconded by seconded by Sisk. <br /> <br />Roll call was taken. Motion passed by a 6-0 vote, with Howard being absent. <br /> <br />DISCUSSION/DIRECTION - PRELIMINARY SUBDIVISION PLAT AND PUD <br />DEVELOPMENT PLAN - SAINT LOUIS CATHOLIC PARISH CAMPUS <br /> <br />Davidson called for staff presentation. <br /> <br />Ken Johnstone, Principal Planner, stated that the Saint Louis Catholic Church has <br />submitted a preliminary subdivision plat and development plan for the development of <br />new church and school campus. The campus facility is proposed on the 21.5 acre parcel <br />currently owned by Mr. and Mrs. Owen located at 1474 So. 96th Street, fronting the east <br />side of So. 96th Street just north of Dillon Road. The property was annexed to the City of <br />Louisville in October of 1996 and zoned Agriculture. The Agricultural Zone requires a <br />Special Review Use for private schools, churches, and childcare facilities. <br /> <br />An annexation agreement was executed between the City and the Owner, which provides <br />that the existing residential units, as well as the outbuildings would be exempt from the <br />subdivision process until redevelopment of the property. The annexation agreement <br />provides credit for a 1" water tap, which runs with the property, regardless whether it is <br />physically installed, or not. While the annexation agreement did defer the dedication of <br />open space during the annexation process, the agreement reserves the right to exact an <br />open space dedication at the time of subdivision and redevelopment. Upon subdivision <br />and or development, the property is subject to all development fees and building code <br />requirements. <br /> <br />The campus site plan is oriented to the phased development of the following; <br /> <br />Phase I - 12,500 SF, one story pre-school facility - ( 250 children ages 3 to 5 years) <br />Phase II - 25,000 SF, two story multi-purpose building - (400 seating capacity) <br />Phase III - 40,000 SF, 112' foot high church building- (1,200 seating capacity) <br />Phase IV - 25,000 SF, one or two story middle school - (200 students grades 6th -- 8th) <br />Phase V - 30,000 SF, two story elementary school - ( 300 students grades K - 5th) <br /> <br />The subject property has approximately 930' of frontage on So. 96th Street. Two points of <br />access are proposed from So. 96th Street with the northerly access point being designated <br />as the principal access point. The northerly access is proposed as a full turning <br />movement, the southerly access as a right-in/right-out only. The two points of access <br /> <br />12 <br /> <br /> <br />
