Mayer agreed with Remin and stated that there have been nUmerous impacts to the <br />residential environment surrounding the current church site. He suggested that Remin <br />reevaluate the access easements on the periphery of the property. <br /> <br />Remin replied that they could locate the roadways exclusively on the property, however, <br />he felt that the property owners to the north and south would grant access easements due <br />to the benefits to their own property. <br /> <br />Mayer asked Remin what percentage of the building would be above the thirty-five foot <br />height limit. <br /> <br />Remin replied that this has not yet been determined. He explained that the building roof <br />is 75-78 feet high. <br /> <br />Mayer asked whether there was an architectural detail above the roof. <br /> <br />Remin replied, yes, the points of the pyramid come up to a close. However, he explained <br />that the City's definition of building height is to the highest point of the roof surface. <br /> <br />Mayer cited the Mann Theaters as an example of an architectural detail that exceeds the <br />standard building height. <br /> <br />Remin used scaled draWings to help determine what percentage of the building would be <br />above the thirty-five foot height limit, as well as how the building would block the line of <br />site if the standard setbacks were met. He agreed that the building was large and <br />significantly above the maximum height limit. However, he explained that they are using <br />large setbacks to mitigate the size of the building, in addition to the pyramidal shape that <br />becomes smaller and smaller as it goes up. <br /> <br />Mayer explained that Council previously expressed concern for a development at CTC <br />that would dominate the area and the development was smaller than this proposal. <br /> <br />Remin suggested that a Master Development Agreement containing all the details would <br />benefit both parties. He requested clarification from Council on whether they would <br />consider a seventy-five foot development on this site. He explained that they do not want <br />to purchase the land only to find out later that they can only construct a thirty-five foot <br />church. <br /> <br />Mayer replied that it was unfair to expect Council to commit to a fifteen-year plan during <br />the preliminary PUD discussion/direction stage. <br /> <br />Remin stated that he feels the only real issue is the building's height. <br /> <br />Davidson stated that at this stage Council could only refer the preliminary plan onto the <br />Planning Commission with Council comments, therefore, there would not be any <br />decisions made on a height limit. <br /> <br />17 <br /> <br /> <br />
