Motion passed by a 5-1 vote, with Davidson voting against and <br />Howard being absent. <br /> <br />Other Regular Business Items Arising After Preparation of Agenda <br /> <br />NONE <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />Sam Light, City Attorney, presented a memo as a follow up to the removal of Agenda <br />Item H and also to the earlier discussion this evening and at past Council meetings, to the <br />various State and local laws and ordinances that would apply to municipal elected <br />officials. He explained that this is not intended to be an analysis of any particular <br />situation or a complete overview, but simply a list explaining where the laws and <br />ordinances come from and how they work. <br /> <br />CITY ADMINISTRATOR'S REPORT <br /> <br />Bill Simmons, City Administrator, provided an update on the ongoing discussions with <br />the Boulder Valley School District regarding the use tax on residential property that has <br />been dedicated for educational purposes. He distributed copies of a letter he received <br />from Barbara Davis, Executive Director of Operations Services, that provided direction <br />for the expenditure for school use tax, including $40,000 to playground equipment for <br />Coal Creek Elementary, $400,000 for the enhancements to the Louisville Elementary <br />School gymnasium, and $31,500 to replace the outside bleachers, concrete pad and add <br />all new auditorium seats at the Louisville Middle School. In addition, he stated that he <br />and Sisk have been discussing enhancements to the gymnasium at the Louisville <br />Elementary School with the school district, and distributed copies of a summary of the <br />gymnasium improvements. He explained that the gymnasium would be expanded above <br />the standard school district gymnasium by 1,064 square feet, in addition to providing <br />handicap access, restrooms, storage, etc. The total cost for the enhancements to the <br />Louisville Elementary School gymnasium is $439,572, which does not include any <br />architectural fees, testing, printing, or any administrative costs associated with a <br />construction project of this size. He explained that the School district documented the <br />value that the City of Louisville would receive for its money and it appears that the value <br />is in excess of $400,000. <br /> <br />Sisk stated that he and Simmons met with Barbara Davis to discuss the enhancements. He <br />explained that the additional square footage that will be available in the Louisville <br />Elementary School gymnasium will involve two floors that will run parallel to one <br />another, causing them to be close to the walls.
