additional funds to the project to ensure that there are two, full-length courts suitable for
adult recreation programs.

Simmons reported that the school district's design assistant team is suggesting that, in
order to obtain the ultimate utilization of the gymnasium for adult programs, an
additional 1,000 square feet be added to the gymnasium. The gymnasium would then be
5,700-5,800 square feet in size. The additional cost to expand the gymnasium would be
$135,000. The school district has inquired whether the City of Louisville would like to
contribute an additional $135,000 for the expanded gymnasium. He explained that the
projections indicate that the funds will be available in the school use tax fund by the end
of this year. This expansion will allow for cushions to be placed behind the baskets,
versus mounting the baskets directly to the wall.

Sisk moved that Council authorize the City Administrator to allocate an additional
$135,000 to the Louisville Elementary School gymnasium for a total contribution of
$535,000 in order to. expand the gymnasium to 5,700 square feet, seconded by Mayer.

All in favor, with Levihn abstaining.

Simmons reviewed the agenda for the Council Goal Setting Session on June 17, 1999. He
reported that Community Shares of Boulder County has named the City of Louisville the
1998 Boulder County Employer of the Year. This is due to the increase in the number of
employees participating and dollars pledged to various charitable organizations. He
extended an invitation to Council from Community Shares to join them at their annual
membership meeting on July 8, 1999.

COUNCIL COMMENTS AND COMMITTEE REPORTS

Sisk reported that at today's Senior Board Meeting, Steve Baysinger, Parks & Recreation
Director, gave a presentation on expanding the Recreation/Senior Center. He commended
Baysinger for his presentation and stated that it was well received by the Senior Board.

Davidson stated that he feels the citizens of Louisville are developing unrealistic
expectations of what a city can provide. He has been receiving numerous letters asking
for items such as a bigger gym at the Recreation Center, a larger Senior Center, and
underpasses on streets, etc. However, there are clearly not enough funds to provide all
these items. He stated that it is unlikely that there will be an expansion to the Recreation
Center or the library in the near future unless the citizens decide to bond and tax
themselves for the expansions. He agreed that the City of Louisville is very well off,
however, it cannot support the programs that are available in much larger cities. He stated
that the City has added a significant amount of new services recently, however, that is a
direct result of a large increase in revenue for the City. He stated that, from here on, there
wouldn't be a significant increase in revenue for the City because the retail areas are fully
developed and the property tax mill levy is quite low. He stated that citizen expectations
appear to be very high that the City's revenue can continue at its current rate. He

28
