allow for a wide range of users, but those will be limited to uses as defined in the City' s <br />Industrial zoning district. <br /> <br />The buildings will be constructed of site cast concrete panels. The architectural design is <br />similar to that on the building occupied by Storage Tek, further south on the west side of <br />South Taylor Avenue. However, Staff believes the applicant has made several upgrades, <br />as follows: <br /> <br />1. The building footprints have greater structural articulation. <br />2. The finished floor elevations have been tiered to provide variation in the roof parapet <br /> height and the mass of the buildings. <br />3. The proposed colors are less stark and more earth toned and varied. <br />4. The window patterns have variety in height and size. <br />5. A stucco finish is applied at entry elements to add texture to the walls. <br />6. Steel entry arches are used to provide additional features at the entries. <br /> <br />Finished floor elevations are varied across the site to reflect natural grades, which slope <br />generally from northwest to southeast. They are at, or below, the grade of the adjacent <br />street. Low retaining walls are used in several small areas. One of those walls appears to <br />conflict with adjacent parking. The six parking spaces located adjacent to the street on the <br />north side of Building K are reduced in length to 17 feet because of the adjacent retaining <br />wall. Staff would recommend the eastern three be removed or the wall be redesigned to <br />eliminate the conflict. <br /> <br />Stormwater detention is consolidated into one pond for the three lots. The pond is located <br />in a separate outlot at the southeast comer of the development. The applicant has <br />incorporated the Best Management Practice recommendations from the Urban Drainage <br />District to increase the quality of stormwater released from the site. <br /> <br />Ground signs are proposed at each of the entries off South Taylor Avenue. Those would <br />be site cast concrete to match the building. The size proposed is somewhat larger than the <br />typical dimension used in the CTC. However, the sign area itself is limited to 15 square <br />feet. Staff and the Commission have not recommended a change. Wall signs would be <br />allowed above the main entries, and would be constructed of individual letters with a <br />maximum height of 18 inches. Small window signs would also be allowed. <br /> <br />The proposed lighting plan indicates 250-watt metal halide fixtures for the parking lot, <br />typical for the CTC area. Staff believes that 175-watt fixtures are proposed over loading <br />doors, though that has not been indicated on the plans. A detail for loading door fixtures <br />should be added to the plans. Bollard lights have been added at main entries as required <br />in the Planning Commission resolution. Staff and the Planning Commission have also <br />recommended that the applicant work to further reduce the level of parking lot <br />illumination; it currently meets Commercial Development Design Standards & <br />Guidelines requirements for commercial projects and provides a level of lighting similar <br />to most office developments in the City. The City has typically worked to limit lighting in <br />the CTC given its location on the fringe of town. Staff would like to ensure adequate <br /> <br />10 <br /> <br /> <br />
