Lathrop asked for additional details on the berm, and asked Wood whether he could provide <br />a cross-section of the berm. <br /> <br />Wood replied that there is a cross-section in the Council packet. <br /> <br />Lathrop asked Wood whether this berm would screen the headlights of the tractor-trailers <br />that would be arriving to the facility after dark. <br /> <br />Wood replied that he believes that it will. He suggested that the City reserve the right to <br />adjust it if it doesn't work. <br /> <br />Lathrop explained that his concern is due to his experience with the individuals under <br />contract with the US Postal Service to haul mail. He stated that they are the most <br />discourteous group that he has ever come in contact with. He requested that every attempt <br />be made to minimize the impact from the tractor-trailers that he suspects will be arriving at <br />all hours. He expressed concern that the wall would not be able to adequately block the <br />lights of the tractor-trailers as they back into the loading docks. He recommended extending <br />the wall. <br /> <br />Ballard replied that he would prefer to build the wall correctly now versus addressing the <br />problems later and expressed willingness to extend the wall. <br /> <br />Levihn agreed with Lathrop. He asked Ballard whether the tractor-trailers would need to use <br />their headlights, as the area is so highly lit. <br /> <br />Ballard replied, no. However, he questioned how to control the use of headlights. <br /> <br />Levihn suggested installing a sign at the entrance requesting that drivers turn off their <br />headlights. <br /> <br />Ballard stated that they could do that. <br /> <br />Levihn suggested placing this requirement on the PUD. <br /> <br />Davidson thanked Ballard for attending tonight's meeting. He asked Wood, since the US <br />Postal Service proposal does not meet the Commercial Development Design Standards & <br />Guidelines, whether there is a note on the PUD that states that this approval applies to this <br />owner only. He explained that, should the US Postal Service decide to sell the building, any <br />future owners would be required to bring it up to the Commercial Development Design <br />Standards & Guidelines. <br /> <br />Wood replied, no, there is not a note on the PUD. <br /> <br />Davidson asked Sam Light, City Attorney, whether such a note could be legally placed on <br />the PUD. <br /> <br />13 <br /> <br /> <br />
