RESOLUTION No. 38, SERIES 1999 - A RESOLUTION APPROVING A FINAL <br />PUD DEVELOPMENT PLAN FOR LOT 12, CENTENNIAL VALLEY PARCEL <br />'O', FILING No. 7, UNITED STATES POSTAL SERVICE <br /> <br />Davidson called for staff presentation. <br /> <br />Paul Wood, Planning Director, stated that United States Postal Service, represented by Mr. <br />Craig T. Ballard, is requesting authorization of A Final PUD Development Plan for the <br />construction of a 23,932 SF facility on Lot 12, Centennial Valley Parcel O, Filing No. 7, <br />addressed as 566 McCaslin Blvd. The subject property is zoned Planned Community <br />Zoned District - Commercial. <br /> <br />The subject lot, Lot 12, is 3.8 acres in area and was created upon authorization of a <br />subdivision replat for Parcel O in June of 1998. A 30' "no build easement" was created in <br />conjunction with that replat to secure the necessary open yards separation for Sam's Club <br />required by the Uniform Building Code. The northerly 30' of Lot 12 is encumbered by <br />the "no build easement". The no build easement precludes the construction of buildings, <br />fences, and other permanent structures. The easement does not preclude the installation of <br />paving or landscaping, he Louisville Fire Protection District has accepted the proposed <br />landscaping within the "no build easement". <br /> <br />Two access points provide access to the site. Access into the customer parking area, <br />located west of the main building entrance, is limited to one access point on the west <br />property line, directly south of Sam's Club store front. The second access is located 80' <br />west of the intersection of the private access easement and Dahlia Street. A lane <br />dedicated for mail drop is provided along the south property line, which provides a <br />stacking distance for seven cars. <br /> <br />Building orientation directs the main entry to the southwest, with semi-covered parking <br />for postal vehicles and loading dock areas in the rear of the building facing Dahlia Street. <br />The proposed finished floor elevation is 5,460.5 as compared to Kohl's at 5,460 and <br />Sam's at 5,463. The building and parking areas are in compliance with Commercial <br />Development Design Standards & Guidelines setbacks. Building coverage is <br />approximately 14.5% of the gross lot area. As a high percentage of the lot area is <br />dedicated to off-street parking, the resulting landscape coverage is at 28.4 %, revised <br />upward from 22.3% since review by the Planning Commission. The Commercial <br />Development Design Standards & Guidelines require thirty-percent landscape coverage. <br /> <br />Architecturally, the primary wall system is to be an integrally colored, architectural pre- <br />cast concrete wall panel. Clear anodized aluminum is proposed for the store front and <br />glazing frames. The color of the wall panels are selected to match the adjacent buildings <br />as well as the metal roof panels which will be a "Hemlock Green" to match Kohl's <br />Department Store. <br /> <br /> <br />
