A total of 145 parking spaces are provided which results in a ratio of 6 spaces/1,000 SF <br />of building. Approximately one-third of those spaces are designated for customer <br />parking. The balance of the spaces are dedicated to employee and carrier parking. The <br />carrier parking lot, for postal delivery vehicles, would be secured by an 8' high fence. At <br />the recommendation of the Planning Commission, the type of fence has been revised <br />from a black vinyl, security chain link fence to a 8' high, wrought iron with pilaster fence <br />columns. Chain link fencing is not allowed as an acceptable screen enclosure under the <br />Commercial Development Design Standards & Guidelines, nor does the municipal code <br />allow for any fence to exceed 6', unless specifically approved by the Planning <br />Commission on the basis of a "unique security requirement". <br /> <br />All lots within Parcel O are subject to a shared parking, and cross access easement <br />agreements. Employee and/or customer parking for Lot 12 may legally utilize parking on <br />adjoining lots within Parcel O. <br /> <br />Hours of operation will include a 24-hour PO Box lobby plus a number of full service <br />retail stations which will be open from 7 AM to 4 PM Monday through Saturday. Three <br />semi-truck deliveries and pick-ups are expected within any 24-hour period. A condition <br />which would prohibit the parking of truck or trailers on the public right-of-ways, within <br />private access easements, or public parking lots is being presented to Council. <br /> <br />The Planning Commission held a public hearing on June 29, 1999 and approved a motion <br />to forward a recommendation of conditional approval to City Council with eleven <br />conditions of approval. Discussions at the Planning Commission meeting were primarily <br />directed at mitigating anticipated impacts of Postal Service operations on the residential <br />uses directly across Dahlia to the east. The record of the meeting reflects no testimony <br />from adjoining property owners. Recommendations requested modifications to; 1) <br />increase landscape coverage, and materials, 2) reduce lighting levels, 3) modification of <br />the fence type and screening of the carrier parking lot from Dahlia Street, and 4) <br />modification to the proposed sign package. Revised PUD plans reflect substantial <br />compliance with the recommendations of the Planning Commission. The revised PUD <br />plans are not drawn to the scale represented. <br /> <br />The PUD landscape plan has been modified to incorporate an 8' wide landscape planting <br />stripe along the north property line. Landscape materials have been proposed within the <br />area in accordance with the Commercial Development Design Guidelines and Standards. <br /> <br />The landscape plan has been revised in compliance with Commission recommendations. <br />As noted, the landscape coverage has been increased to 28.4%, which excludes perimeter <br />sidewalks. Perimeter tree and shrub counts have been increased and are in compliance <br />with the Commercial Development Design Standards & Guidelines requirements. Based <br />upon the landscape site plan, the parking lot tree count is deficient by two trees. Staff <br />recommends that two evergreen trees be added to the east property line to provide <br />additional year round screening. Austrian Pine should be substituted for the Pinion Pine <br />shown as it is a more dense body type of evergreen. Staff also recommends that the <br /> <br />8 <br /> <br /> <br />
