<br />Frank reviewed REAC inspection at Hillside Square which was 98%, in large part due to the <br />hard work of the Maintenance Department. <br /> <br />Finance Report: Lisa Banes <br /> <br />Action: 5 year cap plan and rent structure will be in the January board packet. <br /> <br />Lisa went through the November Financial statements for Louisville, Lydia Morgan and East <br />Street. She went through the budget summary (found in the December 19, 2006 financial <br />packet) and addressed any questions the board had. <br /> <br />Lisa gave the board a status of the 2006 audit. New auditors would be out in January to work on <br />audits. <br /> <br />Lisa presented Resolution 2006-13: A Resolution Approving Hiratsuka and Schmitt as the <br />Independent Audit Firm for the 2006 Audits of the City of Louisville Housing Authority, <br />Lincoln Street Elderly, LTD., East St. L TD and the Louisville Housing Corporation. <br />Motion to approve by Terri Abbott, seconded by Doris Fasbender and unanimously approved. <br /> <br />Terri wanted to make sure about what she had to do as a representative of the Louisville Housing <br />Corporation. The current members are Terri Abbott, Jay Keany and Steve Anderson. When we <br />get the results of the audit, break out as a separate agenda item to see if we need to do it again. <br /> <br />Action: Set up an LHC meeting in 2007 <br /> <br />Inclusionarv Zonine for the City of Louisville: Paul Wood <br /> <br />Jay, Sam, Paul and Sean met to discuss the revisions. Sheri Marsella brought up a question <br />about Sam's email about density "on-site" and what he meant by it. Sam wants to ensure he isn't <br />running into any legal problems. <br /> <br />Paul went through the ordinance and reviewed it with the Board. On page 7, Sam brought up a <br />question about off-site IZ. The way the paragraph read, if someone wanted to pay you "in-lieu" <br />the way it was written, it wouldn't allow it. If you took out the first sentence or said it is <br />"encouraged" and start with "...the city may..." <br /> <br />On page 8, section A: strike council in 17.30.050 <br /> <br />The LHA board will become an integral resource for the City on IZ matters. <br /> <br />Action for Sam is to make the document consistent throughout. City will negotiate everything <br />throughout, final approval at city council. <br /> <br />On January 11, 2006 at 6:30 p.m. the Planning commission will be reviewing this ordinance. It <br />is requested that as many members of the board that can attend, do attend. <br />
