City Council <br /> Meeting Minutes <br /> January 4, 2011 <br /> Page 3 of 7 <br /> Planning Director Russ explained the owner is interested in developing the property, <br /> which requires legal platting and a Planned Unit Development (PUD). During the <br /> platting process, there is a 12% public dedication. The City is interested in knowing <br /> whether the building is structurally sound and is capable of being reused. The objective <br /> of the professional services contract is to complete a Historic Structure Assessment <br /> (HSA) for the historic grain elevator at 540 County Road. The final report will include <br /> general recommendations for stabilization and repairs of the structure, as well as <br /> suggested adaptive reuses for the structure and cost estimates for rehabilitating the <br /> structure for those uses. Pending the outcome of the study, the City may be willing to <br /> accept the grain elevator as part of a public land trade. <br /> The City Council gave direction to Staff to begin the contract selection process on <br /> October 5, 2010. The Staff advertised and received project submittals from fourteen <br /> historical architects qualified in producing an HSA and narrowed the list to four. A three <br /> member panel consisting of two City Staff and one Historic Preservation Commission <br /> member conducted the interviews using a score card and recommended the firm of <br /> Andrews and Anderson, preservationists since 1990. <br /> Andrews and Anderson has built a reputation for excellence in historic preservation for <br /> more than twenty years in the Rocky Mountain Region. Further, Andrews and Anderson <br /> was the only consultant with specific grain elevator experience; the only company to <br /> include the HAZMAT component in the fee proposal and the only team offering <br /> suggestions on how to put windows in the building for reuse without affecting the <br /> historic character or causing it to be removed from the National Register of Historic <br /> Places. <br /> The Historic Structure Assessment Grant would come from the Historic Preservation <br /> Fund. Staff recommended the Council authorize staff to finalize a contract with Andrews <br /> and Anderson for professional services not to exceed the proposed amount of $38,500 <br /> and give the Mayor the authority to sign the final contract. <br /> COUNCIL COMMENTS <br /> Mayor Sisk requested Planning Director Russ review the selection process and how the <br /> merits of the local architectural firm were weighed. Planning Director Russ explained <br /> the selection process was a very serious process and that local experience and <br /> knowledge of the subject matter is very important. Ease of communication with Staff <br /> makes it more efficient and a more cost effective product. Although those are key <br /> factors in the evaluation, the quality of the experience, the related experience, the <br /> initiative in seeking solutions, the scope and fee for the study were also weighed. <br /> MOTION: Councilor Dalton moved to authorize staff to finalize a contract with Andrews <br /> and Anderson in an amount not to exceed $38,500, seconded by Councilor Yarnell. <br /> Roll I call vote was taken. The motion carried by a vote of 5 -0. Absent: Mayor Pro Tem <br /> Marsella and Councilor Muckle. <br />
