City Council <br /> Meeting Minutes <br /> January 4, 2011 <br /> Page 4 of 7 <br /> RESOLUTION No. 2, SERIES 2011 A RESOLUTION APPROVING A FINAL <br /> PLANNED UNIT DEVELOPMENT (PUD) AMENDMENT AND A SPECIAL REVIEW <br /> USE (SRU) REQUEST TO INCORPORATE A SECOND STORY TO THE EXISTING <br /> BUILDING AT 817 MAIN STREET (ALLEY CAT BAR GRILL) WHICH WILL <br /> CONSIST OF 50% ENCLOSED SPACE TO HOUSE A GAME ROOM, OFFICES, <br /> BATHROOMS AND STAIIRWAYS, AS WELL AS 50% OF THE OPEN AIR PATIO <br /> SEATING FOR OUTSIDE DINING, IN A BUILDING LOCATED IN THE <br /> COMMERCIAL- COMMUNITY (CC) ZONE DISTRICT <br /> Mayor Sisk requested a Staff presentation. <br /> Planning Director Russ explained the applicant, Jacques Blanchard, BLT Enterprises, <br /> has requested a final Planned Unit Development (PUD) and Special Review Use (SRU) <br /> to allow for the construction of a second floor deck (on the east side of the building) and <br /> an enclosed bar space and office (on the west side of the building). The building is <br /> currently being used as a restaurant/bar called the "Alley Cat Between 1908 and 1977 <br /> the property housed a motion picture theater and from 1977 to 2008 the building was <br /> the home of Senor T's Mexican Restaurant. <br /> The proposed development includes modifications to the building's front facade, <br /> removing the stucco finish and placing a cornice treatment on top of the false front, as <br /> well as an arch element over the existing windows. In the proposed design there is a <br /> cutout below the cornice to allow for street level viewing from the second floor. The cut <br /> out required a partial demolition permit and a public hearing in front of the Historic <br /> Preservation Commission. The applicant is also requesting signs which are above the <br /> allowable sign area permitted in the Downtown Sign Manual. As a result, the applicant <br /> must seek a waiver to the Downtown Sign Manual requirements through the PUD. <br /> The Planning Commission conducted a public hearing on December 9, 2010 and <br /> forwarded a resolution of support, with six conditions. Staff recommended only four <br /> conditions, which are reflected in Resolution No. 2, Series 2011 The Historic <br /> Preservation Commission (HPC) conducted a public hearing to discuss the partial <br /> demolition of this structure. They approved the partial demolition of 817 Main Street. <br /> APPLICANT PRESENTATION <br /> Jacques Blanchard, 740 E. Heartstrong Street, Superior, CO complimented the <br /> Planning Division for their cooperation on the project. He stated his goal was to be a <br /> good corporate citizen and be sensitive to his neighbors. He voiced his desire to <br /> restore and return the buildings' historic connection to Louisville. He addressed the <br /> north side signage to enhance the north facing blank wall and the restoration of the <br /> historic Rex Theater Marquee. He explained the current walk -in cooler and trash <br /> container will be enclosed and the lighting at the back of the building will be reduced so <br /> as not to disturb the residential neighborhood to the west. <br />
