City Council <br /> Meeting Minutes <br /> February 1, 2011 <br /> Page 6 of 11 <br /> Mayor Sisk requested public comments and hearing none, closed the public hearing. <br /> RESOLUTION No. 7, SERIES 2011 A RESOLUTION MAKING FINDINGS AND <br /> RECOMMENDATIONS REGARDING THE LANDMARK DESIGNATION <br /> APPLICATION FOR THE STREET FACING FALSE FRONT OF THE REX THEATER, <br /> LOCATED AT 817 MAIN STREET <br /> MOTION: Councilor Muckle moved to approve Resolution No. 7, Series 2011, with the <br /> following revisions: In the title delete the words "and recommendation delete the last <br /> "Whereas" clause, delete section 1 and revise the next section relative to the <br /> conservation easement for preservation of the street facing false front for 817 Main <br /> Street. Councilor Dalton seconded the motion. All were in favor. <br /> RESOLUTION No. 8, SERIES 2011 A RESOLUTION APPROVING A <br /> PRESERVATION AND RESTORATION GRANT FOR IMPROVEMENTS TO THE <br /> STREET FACING FALSE FRONT FOR THE REX THEATER LOCATED AT 817 MAIN <br /> STREET <br /> MOTION: Councilor Dalton moved to approve Resolution No. 8, Series 2011, with the <br /> revision to the language from "recommends approval" to "hereby approves" and <br /> authorization for the Mayor and City Clerk to execute the Easement upon behalf of the <br /> City. Councilor Muckle seconded the motion. Roll call vote was taken. The motion <br /> carried by a vote of 7 -0. <br /> RESOLUTION No. 9, SERIES 2011 A RESOLUTION APPROVING THE <br /> DOWNTOWN PARKING AND PEDESTRIAN ACTION PLAN <br /> Mayor Sisk requested a Staff presentation. <br /> Planner McMillan explained Resolution No. 9, Series 2011 is a resolution approving the <br /> Downtown Parking and Pedestrian Action Plan. Staff worked with an advisory <br /> committee and led a public involvement process to help determine how to best <br /> accomplish the objective. The objective of the plan is to better maximize the utilization <br /> of on- street and off street public and private parking resources, using both short and <br /> long term solutions focused on creating a vibrant, walkable, and economically vital <br /> Downtown Louisville. <br /> The Plan identified five potential funding sources to assist in implementing the <br /> Downtown Parking and Pedestrian Action Plan. Successful implementation of the Action <br /> Plan will require a multifaceted, multi-year, utilization of each funding opportunity. <br /> 1. Fee in -lieu Funds <br /> 2. Business Improvements District (BID) <br /> 3. Impact Fees <br />
