City Council <br /> Meeting Minutes <br /> February 1, 2011 <br /> Page 5 of 11 <br /> The applicant is also requesting approval of a conservation easement to allow the <br /> proposed street facing front facade to be eligible for local Historic Preservation Fund <br /> (HPF) grants, which will be used to offset the costs in applying various historic <br /> architectural treatments. The architectural treatments being recommended were at one <br /> time historic elements and part of the facade. These treatments have been removed <br /> over the 100 years of the building's existence. The total request is up to $62,573 <br /> from the Historic Preservation Fund for the restoration of the street facing false front at <br /> 817 Main Street <br /> One of the primary focuses of the request is to modify the street facing false front to <br /> allow for the removal of the stucco finish, placement of a cornice treatment, as well as <br /> the arch element over the existing windows. There would also be a cutout below the <br /> cornice to allow for viewing of Main Street from the second floor. The entire roof <br /> element of the building will need to be removed to add the deck and office space. <br /> APPLICANT PRESENTATION <br /> Jacques Blanchard, 740 E. Headstrong Street, Superior, CO, owner of 817 Main Street, <br /> stated the City will own the first 12" inches in the building through the conservation <br /> easement, although he will have some discretion on the color of paint and other minor <br /> modifications. Thus far the interior of the building has been totally demolished and <br /> made structurally sound. He noted people walk by the building and comment how <br /> excited they are about the restoration of the facade and the renovations to the building. <br /> COUNCIL COMMENTS <br /> Council questions included why a resolution is needed for the finding that the building is <br /> not eligible for landmarking. City Attorney Light explained the reason for two different <br /> resolutions as follows: Resolution No. 7 provides a finding of eligibility of a landmarking <br /> designation. Resolution No. 8 complies with the HPC funding mechanism for the <br /> preservation grant, which requires a conservation easement. <br /> There was considerable discussion relative to revisions to the language in both <br /> resolutions. City Attorney Light outlined the revisions the Resolution No. 7 and <br /> Resolution No. 8 as follows: <br /> Resolution No. 7: In the title delete the words "and recommendation delete the last <br /> 'Whereas" clause, delete section 1 and revise the next section relative to the <br /> conservation easement for preservation of the street facing false front for 817 Main <br /> Street. <br /> Resolution No. 8: changes to the citation of Sec. 3.20.605; revise the language from <br /> "recommends approval" to "hereby approves" and authorization for the Mayor and City <br /> Clerk to execute the Easement upon behalf of the City. <br />
