All in favor.

RESOLUTION NO. 45, SERIES 1999 - APPROVING AN
INTERGOVERNMENTAL AGREEMENT WITH THE BOULDER COUNTY
CLERK AND RECORDER FOR THE CONDUCT AND ADMINISTRATION OF
A COORDINATED ELECTION TO BE HELD NOVEMBER 2, 1999, AND
INVOKING THE REQUIREMENTS AND PROCEDURES OF THE UNIFORM
ELECTION CODE WITH RESPECT TO SUCH ELECTION

Davidson called for staff presentation.

Nancy Varra, Deputy City Clerk, explained that the Intergovernmental Agreement is for
the 1999 coordinated regular election to be held November 2. The Agreement establishes
guidelines and responsibilities for preparing, conducting and for sharing the actual costs
of the election. The Agreement is the same agreement that was used for the 1997
election, with minor revisions that reflect recent amendments in the election laws. The
Agreement requires the City to pay the actual cost of the County Clerk's services,
supplies, and mileage and to be paid upon receipt of an itemized statement. She stated
that Resolution No. 45, Series 1999 states that the election will be governed by the
Uniform Election Code, as opposed to the Municipal Election Code.

Davidson called for Council comments and questions.

Howard moved that Council approve Resolution No. 45, Series 1999 - A Resolution
Approving An Intergovernmental Agreement with the Boulder County Clerk and
Recorder for the Conduct and Administration of a Coordinated Election to be Held
November 2, 1999, and Invoking the Requirements and procedures of the Uniform
Election Code with Respect to Such Election, seconded by Mayer.

Roll call was taken. Motion passed by a 6-0 vote, with Sisk being absent.

RESOLUTION NO. 46, SERIES 1999 - SUPPORT FOR H.R. 2179, THE ROCKY
FLATS OPEN SPACE ACT

Davidson called for staff presentation.

Heather Balser, Assistant to the City Administrator, explained that Resolution No. 46,
Series 1999 supports Mark Udall's Bill H.R. 2179, the Rocky Flats Open Space Act,
which would declare that the 6,000 acres compromising the Rocky Flats buffer zone
would remain as federally owned open space. The Act proposes to declare that the lands
owned by the Federal Government at Rocky Flats would remain in Federal ownership
