Ranu replied that the flexibility process does anticipate that offsetting areas of equal size <br />or equal regional impact could be addressed without a formal process to DRCOG by <br />providing a letter of notification and a map amendment. <br /> <br />Lathrop asked Ranu whether the parcel located on the northeast side of the railroad tracks <br />and at the south end of King Street was included in the City's urban growth area. <br /> <br />Ranu replied that he would need to reference the Louisville/Lafayette Intergovernmental <br />Agreement in order to answer the question. <br /> <br />Davidson stated that there is land identified in the urban growth boundaries that is within <br />the Northwest Parkway Intergovernmental Agreement and questioned whether it should <br />remain in the comprehensive growth plan. <br /> <br />Ranu replied that there are a number of parcels on the map that will need to be corrected <br />to reflect changes anticipated by the south sub-area comprehensive plan. <br /> <br />Davidson asked for the deadline for adopting this resolution in order to obtain points for <br />the funding mechanism through DRCOG. <br /> <br />Ranu replied that Council would need to adopt the resolution now, as staff has already <br />represented to DRCOG through the applications that were made that the City would be <br />going forward with this process. <br /> <br />Davidson stated that there are a number of corrections that need to be made to the map <br />and expressed concern for adopting a map that is incorrect. He suggested that if a motion <br />to adopt is made, it include that there are required revisions to the areas identified by <br />Council. <br /> <br />Mayer moved that Council adopt the map and request staff to begin the process of <br />amending the map for submission to DRCOG, seconded by Levihn. <br /> <br />Simmons suggested that staff review the rural preservation area designation in the south <br />sub-area prior to Council's adoption of the map. He explained that the applications might <br />receive more points if DRCOG is presented with a map that would reduce the urban <br />growth boundaries. He requested that the City Attorney have an opportunity to review the <br />rural preservation designation prior to Council making a final determination on the map. <br /> <br />Mayer agreed as long as it does not have a negative impact on the TIP applications. <br /> <br />Simmons replied that it may, however, there may be other consequences for action that <br />would produce positive results. <br /> <br />Mayer withdrew his motion and moved that Council continue Resolution No. 44, Series <br />1999 to allow the City Attorney and City Administrator to review the rural preservation <br />designation, seconded by Levihn. <br /> <br />5 <br /> <br /> <br />
