RESOLUTION NO. 36 <br />SERIES 2006 <br />A RESOLUTION MAKING LEGISLATIVE FINDINGS DETERMINING AN AREA <br />WITHIN THE CITY OF LOUISVILLE TO BE A BLIGHTED AREA AND APPROPRIATE <br />FOR INCLUSION IN AN URBAN RENEWAL PROJECT <br />WHEREAS, The City of Louisville (the City) contracted with Leland Consulting Group to <br />survey and document whether conditions that constitute a blighted area, as defined in the Colorado <br />Urban Renewal Law, sections 31 -25 -101, et seq., C.R.S. (the Law) exist in the City of Louisville; <br />and <br />WHEREAS, said consultants have prepared a Conditions Survey, which survey has been <br />reviewed and updated in June 2006, as described in a documents entitled Louisville Highway 42 <br />Revitalization Area Conditions Survey (the Conditions Survey) dated May 26, 2005 and Updated <br />June 2006 consisting of 24 pages, Appendix A map exhibits (11 map sheets) Appendix B field <br />survey (13 pages), and including a description of existing conditions and numerous photographs; and <br />WHEREAS, the Conditions Survey is a matter of public record in the custody of the City <br />Clerk, and is available for public inspection during business hours of the City; and <br />WHEREAS, the Conditions Survey was presented to the City Council for its review and <br />consideration, which Conditions Survey shows that the area described in Section 2 hereof qualifies <br />as a blighted area as defined in the Law; and <br />WHEREAS, commencing on August 15, 2006, the City Council conducted a public hearing <br />and reviewed said Conditions Survey pursuant to the procedural and notice requirements of the Law; <br />and <br />WHEREAS, notice of the public hearing on the Conditions Survey and the physical <br />conditions found in the proposed urban renewal area was published as required by section 31 -25- <br />107(3), C.R.S., at least thirty days prior to the public hearing, such publication being made in the <br />Daily Camera on July 9 and July 16, 2006; and <br />WHEREAS, written notice of the public hearing was mailed and additionally was hand <br />delivered to each property owner, business, and resident of the area included in the areas described in <br />section 2 hereof informing them of the public hearing at least thirty days prior to the public hearing; <br />and <br />1 <br />
