CP Watkins, 1440 Taft Place, Louisville, explained that he is a member of the church and
was available to answer any questions.

Mayer asked Watkins for clarification that the church understands that the City reserves
the right to change the parking conditions on the streets around the church.

Watkins replied, yes. He explained that that was a condition of approval by the Planning
Commission.

Keany asked Watkins whether this plan is the same plan that was presented to Council in
1997.

Watkins replied, yes.

Lathrop asked Watkins if the church agrees with the conditions of approval.

Watkins replied, yes.

Sisk asked Wood where the issue of parking compliance was noted.

Wood replied that it is part of the Special Review Use criteria for impact on adjoining,
conforming uses. He explained that Section 17.40 of the Louisville Municipal Code was
discussed, which contains the specific criteria that were reviewed by the Planning
Commission. He stated that the Planning Commission forwarded a recommendation of
approval based upon no identification of any negative impacts.

Sisk asked Light whether the City of Louisville has set forth the conditions to the
applicant by stating that approval is subject to the conditions set forth on the Special
Review Use plans.

Light asked Wood to clarify that all seven conditions in resolution No. 39 from the
Planning Commission have been reflected and incorporated in the revised documents.

Wood replied, yes.

Light stated that the answer to Sisk's question is yes.

Keany moved that Council approve Resolution No. 47, Series 1999 - A Resolution
Approving a Special Review Use for the United Methodist Church for Expansion of an
Existing Church in a Residential Zoning District, 741 Jefferson Avenue, seconded by
Lathrop.

All in favor.

8
