RESOLUTION No. 48, SERIES 1999, A RESOLUTION APPROVING AN <br />AMENDED FINAL PUD DEVELOPMENT PLAN FOR MINOR INTERIOR AND <br />EXTERIOR MODIFICATIONS TO A 16,500 S.F. LIGHT INDUSTRIAL <br />BUILDING CURRENTLY UNDER CONSTRUCTION, OMNI PROMOTIONAL, <br />LLC, LOT 1, BLOCK 2 OF THE BUSINESS CENTER AT CTC, 258 SOUTH <br />TAYLOR AVENUE <br /> <br />Sisk called for staff presentation. <br /> <br />Paul Wood, Planning Director, stated that this is an application to amend a previously <br />approved final PUD on Lot 1, Block 2, the Business Center at CTC. The amendment <br />involves two items: 1) the addition of a partial second floor mezzanine area for <br />warehouse storage, and 2) modification of the exterior building colors. <br /> <br />A final PUD for this site was approved by City Council in late-summer, 1998. The PUD <br />authorized a 16,500 square foot building with 33 parking spaces. The building is under <br />construction and is very near completion. Omni Promotional, the applicant on the <br />amended PUD, is proposing to own the building and occupy three-fourths of the space, <br />with approximately 4,000 square feet available for lease. Omni is currently working on <br />the interior finish work, which does not require approval of this amended final PUD. <br /> <br />The PUD was approved for a 16,470 square foot, single story building with 33 parking <br />spaces, which results in a parking ratio of 2.0 spaces per 1,000 square feet of gross floor <br />area. No second floor space was proposed, nor accommodated for, in the parking data. <br />Per standard City procedures, each tenant finish building permit must not generate a <br />parking demand that exceeds that ratio. The approved tenant finish permit for Omni <br />Promotional is right at the 2.0:1000 parking ratio. They have proposed to add a 1,600 <br />square foot mezzanine in the southwest comer of the building that would be used for <br />storage purposes only. That would require 1.6 parking spaces. In order not to exceed the <br />total parking supply on the site, the applicant proposes to restrict the 4,000 square foot <br />vacant tenant spaces strictly to warehouse users. Because the applicant is also the owner <br />of the building, Staff finds that restriction acceptable. <br /> <br />The building was approved with two exterior colors, both light shades of tan or beige. <br />The existing color on the top of the building is consistent with that approval and is not <br />proposed to change. The applicant proposes to modify the color scheme to use a darker <br />color at the base and extending up to the parapet in a vertical scheme at the taller <br />southwest section of the building. A dark green is proposed for the limited metal accent <br />materials on the building. The color scheme presented to City Council complies with the <br />Planning Commission recommended condition to eliminate the proposed red accent <br />color. <br /> <br />The Planning Commission considered this request at their August 19 meeting, and <br />unanimously recommended approval of the application with one condition. That <br />condition required the main building to be limited to two colors, versus three, plus an <br /> <br />9 <br /> <br /> <br />
