<br /> 3.04.090 Checks <br /> All checks drawn upon the City accounts must be signed by <br /> the Mayor and countersigned by the Clerk; and the checks must state <br /> the particular fund or appropriation to which they are chargeable <br /> and the person to whom payable. <br /> 3.08.010 Public Improvement Construction <br /> by Contract <br /> All work done by the City in the construction of works of <br /> public improvement shall be done by contract to the lowest and best <br /> possible bidder pursuant to the following process: <br /> Cost of Project Bid Procedure <br /> 0 - $999.99 Bids or quotes not required. <br /> 1,000.00 - 2,499.99 Telephone quote to be obtained <br /> from at least three contractors. <br /> 2,500.00 - 4,999.99 Written quotes to be obtained <br /> from at least three contractors. <br /> 5,000.00 - 9,999.99 Bid process pursuant to the <br /> procedures of this chapter. <br /> over 10,000.00 Bid process pursuant to the <br /> procedures of this chapter. <br /> The City shall not be required to advertise for and receive bids for <br /> such technical, professional, or incidental assistance as it deems <br /> wise to employ in guarding the interests of the City against the <br /> neglect of contractors in the performance of such work. <br /> 3.l6.020(B) <br /> B. In order to encourage improvements in the older parts <br /> of the city located within the boundaries of the Louisville Urban <br /> Renewal District as adopted by the City Council, construction in that <br /> area is exempt from the expansion fee, it being the opinion of the <br /> City Council that the exemption of said property is for the better <br /> health, safety and welfare of all citizens of the City. The exempted <br /> area is more particularly described as follows: <br /> Beginning at a point on the East Line of Section 8, <br /> Township 1 South, Range 69 West, 150 feet north of the north line <br /> of Harper Street; <br /> Thence west along a line 150 feet north and parallel <br /> to the north line of Harper Street to the west right-of-way line <br /> of the Colorado and Southern Railroad; <br /> Thence northwesterly along the west right-of-way line <br /> of the Colorado and Southern Railroad to the north line of Section 8; <br /> Thence west along the north line of Section 8 to the <br /> centerline of Main Street; <br /> Thence south along the centerline of Main Street to the <br /> north line of High School Addition as extended from the west; <br /> Thence west along the extended north line and the north <br /> line of High School Addition to the west line of Jefferson Avenue <br /> as extended from the south; <br /> -5- <br />
