Historic Preservation Commission <br />Meeting Minutes <br />February 7, 2011 <br />Page 6 of 7 <br /> <br />Koertje recommended this topic should be run before City Council for discussion and <br />direction. He added, following the City Council discussion, the HPC should set up a <br />meeting with the various downtown boards and commission to present the incentives. <br />Lewis asked if the idea was to get ideas from Council, go to boards, then go back to <br />Council with the incentive. <br />Stewart answered in the affirmative. <br />Koertje added a letter would then be sent to the owners of commercial properties in Old <br />Town. <br />Lewis stated there should be limits as to how much each owner would get. She added <br />if there aren’t limits the HPF could be bankrupt quickly. <br />Koertje inquired if being included in a district made you immediately eligible for the <br />incentive. <br />Tofte stated she didn’t want the code to make the HPC sound desperate. <br />Stewart recommended for staff to provide dates for meetings with the downtown boards <br />and commissions. <br />McCartney stated he would have the dates at the next meeting. <br />Update/Discussion/Action – Council Study Session <br />McCartney stated he would be writing a staff report for the Council Study Session. <br />Koertje stated he would work on the summary of 2010 and provide a draft for 2011 <br />goals. He added it would be good for one of the architects to talk about design <br />assistance. <br />Stewart asked if there should be a section on concerns, such as staff time, more hours <br />for the historian, etc. <br />Tofte added there should be a section on how many properties have been lost to <br />demolition. <br />Koertje asked staff if there was enough time to update the map. <br />McCartney stated there was enough time to update the map. <br />Update/Discussion/Action – Technical Assistance <br />Speier asked how detailed would the technical assistance reports be. He inquired if <br />maps would be included. <br />Tofte stated she did not believe the HPF should pay for the entire report. The owner <br />should have some financial obligations. <br />Lewis and Speier agreed. They stated there should be a requirement for matching. <br />Stewart added a technical report is crucial and a great idea. He inquired what the HPC <br />thought about energy audits. <br /> <br />
