City Council <br />Study Session Summary <br />May 10, 2011 <br />Page 2of 6 <br />Commuting Solutions andthe cities along the corridor in planning the <br />improvements. The improvements are to construct new managed lanes along <br />the corridor as well as to reconstruct a number of bridges along US36, provide a <br />bikeway,and to implement bus rapid transit operations. Mayor Sisk and Deputy <br />City Manager Balser will be traveling to Los Angeles in June to tour their bus <br />rapid transit facility. The RFP for this project will be going out sometime in <br />Septemberof this year. The total for these projects is $310.9M and will be <br />funded through the following sources: Colorado Bridge Enterprise Funding <br />(FASTER) at $46.0M, CDOT Federal and State Grant Funds at $38.0M, RTD <br />FasTracks Sales Tax Revenue at $120.0M, DRCOG at $44.0M, TIGER Grant at <br />$10.0M, and TIFIA Loan at $52.9M. <br />Council Member Muckle asked if the projects would impact the golf course. <br />Deputy City Manager Balserresponded that the improvements planned will be in <br />the CDOT right-of-way and will not impact Coal Creek Golf Course. <br />th <br />Also, the US36 Overlay Projectwill begin in May of this year from 88Street to <br />the Wadsworth interchange.Only the travel lanes will be receiving the overlay. <br />Construction will occur at night, one travel lane at a time, and all travel lanes will <br />reopen in the morning. <br />The construction of the new queue jump at US36 and McCaslin will be starting <br />upthis summer. <br />Deputy City Manager Balserthanked the Public Works and Planning <br />Departments for their involvement during the project planningfor US 36 <br />improvements. <br />Update/Discussion –Board of Adjustment (BOA) <br />The Board of Adjustment is a six-member quasi-judicial board that hears and <br />decides requests for variances from the City’s zoning ordinance and also reviews <br />flood plaindevelopment permits. Michael “Erik” Jasiak, Chair of the BOA, <br />presented on behalf of the Board. Also in attendance from the Board was James <br />Stuart. The other Board members are Larry Brassem, Wayne Chancellor, Chris <br />Fuller, Horst Loeblich and Gunnar Malmquist. The BOA heard 3 variance <br />th <br />requests in 2010. The first case in 2011 was heard on April 20.Tonight’s <br />discussion centered around the six criteria for approval that must be met for a <br />variance to be approved. Some members on the Board who are alsoattorneys <br />are concerned that through their approvals of variances that precedence is being <br />set. <br />Council Member Dalton inquired that he didn’t understand why the six criteria set <br />a precedence.The Mayor suggested that the City Attorney review the six criteria <br /> <br />
