Planning Commission <br />Staff Report <br />June 9, 2011 <br />BACKGROUND: <br />The applicant, Karim Amirfathe, is requesting to create an outdoor plant and produce <br />market at 611 Front Street where he currently operates an organic market. The property <br />is zoned Commercial-Community (CC) and outdoor sales is permitted as a special <br />review use (SRU). <br />The property is located on the northwestern corner of Front and Elm Street and is owned <br />by the City of Louisville. The subject property is south of the Lucky Pie and Sweet Cow <br />building, also owned by the City of Louisville. The properties to the west, east and north <br />are all zone CC, while the property to the south is zone Residential-Medium (RM). <br />PROPOSAL: <br />According to the attached SRU plan, the applicant is requesting to create an outdoor <br />plant and produce market. The following is a detailed description of the project: <br />Use <br />Chapter 17.12.030, of the Louisville Municipal Code (LMC), established a use table <br />which dictates the uses permitted in each zone district. The applicant is requesting to <br />create outdoor sales on this property. According to the land use table, outdoor uses are <br />permitted as an SRU in the CC zone district. <br />The applicant is proposing to create temporary structures which will act as the leasable <br />spaces for various tenants to sell their products. It is assumed the outdoor sales will be <br />seasonal and will operate during the hours of 10 a.m. and 4 p.m. There will be a limited <br />2 <br />
