City Council
Meeting Minutes
March 1, 2011
meeting rooms in a variety of set -ups and configurations. The exterior of the historic
house can be restored with Historic Preservation Funds. Staff currently maintaining
office space in the "white house" would move to the newly remodeled and expanded
City Shops and /or relocate to City Hall.
COUNCIL COMMENTS
Councilor Muckle supported the proposal and recommended attention be paid to the
building's historic features. Parks and Recreation Director Stevens explained an
architect has looked at the home and the museum provided the historical information.
Mayor Sisk questioned the need for additional meeting rooms and noted there are
rooms available at City Hall, the Library and the Recreation Center. He preferred to
have the building preserved as an historic structure. Councilor Muckle concurred.
Councilor Sackett and Mayor Pro Tem Marsella were supportive of the plan.
There was Council consensus on Phase I of the proposed improvements to the Parks
and Recreation Office located at 717 Main Street.
AUTHORIZATION TO SUBMIT PERMIT TO CDOT CANNON CIRCLE AND
HIGHWAY 42
Mayor Sisk requested a Staff presentation.
Planning Director Russ explained that City staff has been working with the Arnold family
regarding the redevelopment of the land at Hwy 42 and South Boulder Road. The
Arnolds received market feedback that a signalized intersection was necessary for any
quality development interest. Staff worked to obtain CDOT input and traffic analysis of a
location along State Hwy 42 where a signal is likely to be approved, which would require
the relocation of Cannon Circle. Staff drafted a supporting letter to accompany the
delivery of the access permit outlining the conditions under which the City Council
should support this access change. Those conditions include:
A decision to place a traffic signal at this new location will be entirely dependent
on the normal warrant process.
The City only supports the relocation when, and if, an approved Planned Unit
Development (PUD) is approved that includes the relocated access. Such PUD is
subject to a full public hearing process.
The CDOT permit should allow sufficient time for the PUD process to occur.
Staff requested the City Council authorize staff to submit the letter with the access
permit request for a relocated Cannon Circle intersection on Hwy 42.
There was Council support for authorizing staff to submit the letter with the access
permit request for the intersection of Cannon Circle and Highway 42.
