City Council <br /> Meeting Minutes <br /> March 1, 2011 <br /> Page 3 of 6 <br /> Blue Parrot has sponsored the event, which would calculate to approximately <br /> $25,000 in their contributions. All proceeds go to help defray the cost of heating <br /> bills for needy seniors. <br /> The Consent Agenda approved five vehicle purchase requests, none of which <br /> are hybrid vehicles. He noted the hybrid vehicles are significantly more <br /> expensive and do not meet City department requirements. <br /> Mayor Sisk noted other municipalities have hybrid vehicles in their fleets and asked if <br /> there are opportunities in the future to have hybrid vehicles in the City's fleet. City <br /> Manager Fleming stated the City has one hybrid vehicle, a Honda civic, which is driven <br /> by the Facilities Manager. <br /> Public Works Director described the vehicles in the City's fleet. Many sedans in the <br /> City's fleet used by the building inspectors, the engineering and parks staff are <br /> decommissioned police vehicles. He explained the hybrid pickup trucks do not have the <br /> power to do the snowplowing on the trails. He stated bio- diesel fuel is successfully <br /> being used by the City's snow plow fleet. Other opportunities include natural <br /> gas /propane vehicles, but there are challenges in getting dispensaries. It was noted <br /> electric plug -in hybrid vehicles use electricity derived from fossil fuel. <br /> Mayor Sisk expressed his desire to have further discussion on the City's fleet and future <br /> vehicle purchases. <br /> REGULAR BUSINESS <br /> PROPOSED IMPROVEMENTS TO THE PARKS AND RECREATION OFFICE <br /> LOCATED AT 717 MAIN STREET <br /> Mayor Sisk requested a Staff presentation. <br /> Parks and Recreation Director Stevens explained the 2011 Capital Improvement <br /> Program (CIP) includes $50,000 to initiate improvements to the historic "white house" <br /> (circa 1898) at 717 Main Street. The City has contracted with Lodestone Design Group, <br /> LLC to assist City staff in evaluating the building and developing a phased improvement <br /> program for the house, which currently provides office space for five Parks Recreation <br /> employees. The short term plan is to make minimal, but necessary improvements to the <br /> building including making the restrooms ADA compliant, fixing substandard electrical <br /> work, replacing a hot water heater, organizing storage, painting and identifying and <br /> addressing needed structural work and deferred maintenance items. The work <br /> contemplated for 2011 will be completed in Phase I. <br /> Staff recommended the "white house" eventually be converted from office space to <br /> functional meeting room and rental space. The main floor of the white house is 1,306 <br /> sq. ft. With a significant Phase II remodel in 2014, the structure could provide flexible <br />
