City Council <br /> Meeting Minutes <br /> May 3, 2011 <br /> Page 4 of 6 <br /> Main Street to allow additional seating area for the Cactus Wheel in the front of the <br /> building as well as the addition of a new patio and seating area in the rear of the <br /> building for Lulu's Barbeque. <br /> Planning Director Russ reviewed the provisions of the Special Review Use <br /> Amendments as follows: The vehicle access to the property will be via the two -way <br /> alley on the west side of the property. The access to Main Street and Pine Street will be <br /> eliminated due to the patio placement and new restaurant. The pedestrian access <br /> accommodates a five -foot walkway on the northern portion of the property, linking the <br /> parking area to Main Street. Five paved parking spaces are available to the rear of the <br /> building (west side) with access to and from the existing alley. A six -foot privacy fence <br /> along the northern westerly portions of the site and rear patio will screen the adjacent <br /> residential and civic land uses. A 30 -inch landscape buffer with vertical plantings will <br /> reduce the proximity concerns of the rear property to the adjacent resident use. <br /> Staff recommended a condition on the SRU Amendment the patios shall close at 12 <br /> a.m. to maintain consistency with all the downtown patios. <br /> APPLICANT PRESENTATION <br /> Josh Karp, 630 Sandbar Circle, Louisville, CO stated he was available to respond <br /> Council's questions. <br /> COUNCIL COMMENT <br /> Councilor Muckle asked if there had been any noise problems associated with the <br /> Waterloo Icehouse outdoor patio. Planning Director Russ noted that the required <br /> closing time had been extended from 9:00 PM to 10:00 PM and eventually to midnight <br /> because there were no complaints. <br /> MOTION: Councilor Sackett moved to approve Resolution No. 26, Series 2011, <br /> seconded by Councilor Muckle.
