<br />drill site is so specified. <br /> (b) Abandonment of Well. When any permit expires by <br />failure to renew the bond or issuance therefore, or if the well <br />ceases to be utilized for the production of oil and gas, the permittee <br />shall, within ninety days after the expiration of said permit, or the <br />date the well ceases to be utilized, show cause to the City why the <br />well should not be plugged and abandoned and all property restored <br />to the condition which existed prior to the drilling of such well. <br />Furthermore, at any time a well is abandoned or ceases to operate, <br />the well site and surrounding property shall be restored to its <br />condition prior to the operation, as nearly as possible. <br /> (c) Private Roads and Well Sites. All private roads used <br />for access to the well site and the well site itself shall be <br />maintained to prevent dust and in such manner as is consistent with <br />the prevailing use of the surface. <br /> (d) Blow-Out Prevention. Blow-out preventers shall be <br />provided during drilling and redrilling operations. <br /> (e) Fencing. All well sites shall be screened and fenced <br />as required by the City of Louisville. <br /> (f) Electric Motors for Pumping Operations. Electric <br />power motors shall be required for pumping units unless alternatives <br />are specifically approved. <br /> (g) Production Apparatus. All apparatus used in the <br />production of the oil and gas, including production tanks, including <br />retaining pits, shall be placed in locations as specifically approved <br />by the City. <br /> (h) Control of Noxious Substances. The permittee shall <br />utilize the best practical control technology to prevent the leakage <br />of noxious fumes, gases, oil and other substances from the location <br />of the well. <br /> (i) Conduct of Operations. In the conduct of operations <br />and the drilling of any well for oil and gas within the City, all <br />ruels and regulations of the Oil and Gas Conservation Commission of <br />the State of Colorado and all applicable state and federal laws, rules <br />and regulations shall be followed and complied with. <br /> (j ) Height of Equipment. All production equipment, <br />including tanks, shall not exceed 10 feet in height. <br /> -4- <br />
