Work has been going on clearing the ditches north of Daughenbaugh. <br />Ditch owner has taken out vegetation, re -graded and now there is some <br />dirt left on the parcel northwest of Pine and Hoover, which will be taken <br />out. <br />VIII. Discussion Item: Open Space Zoning <br />o Gavin McMillan, Louisville Planner: He will be discussing the <br />language to be used in the zoning. <br />• The first change will be to the Louisville Charter, to create <br />open space as a zoning category. <br />• The next change will be to the permitted uses as defined by <br />the 60-some use designations in the Municipal Code. <br />• The "open space" designation uses will be governed <br />by the Open Space Master Plan. So, the zoning code <br />would defer to the OSMP, not to the charter or <br />ordinances. <br />o Ember: Ember has been tasked with identifying the appropriate <br />designations of properties. <br />• Not all properties will be done all at once — this is a fairly <br />labor intensive process, so this will be a continuing process. <br />• David brought up the "trail/corridor" designation as a 4th <br />category of open space. <br />• Tom and Joe stated that there was some conflict as to <br />the designation "corridors" as open space — there <br />would be some conflict about the appropriate types of <br />uses, funding sources, etc. <br />• Land can be zoned open space without identifying which <br />land use designation will be applied. The Master Plan and <br />Management Plans will designate the uses. This preserves <br />the flexibility of management. <br />• Ember's process: <br />• (1) Identify City Owned Vacant Land <br />o Documents relied upon include: Open Space <br />Master Plan, Zoning Map, Trail Map and <br />Comprehensive PROST Master Plan <br />o Must consider new designations, expansions of <br />existing designations, clarification of existing <br />designations and reclassification of existing <br />designations. <br />• (2) Solicit Recommendation from OSAB <br />• (3) Research: <br />o Verify City Ownership <br />
