That such use/development will lend economic <br /> stab'lity, compatible with the character of any sur- <br /> roun ing established areas. <br /> . That the use/development is adequate for <br /> inte nal efficiency of the proposal, considering the <br /> func ions of residents, recreation, public access, <br /> safe y and such factors including storm drainage <br /> faci ities, sewage and water facilities, grades, dust <br /> cont ol and such other factors directly related to <br /> publ'c health and convenience. <br /> . That external effects of the proposal are <br /> cont oIled, considering compatability of land use; <br /> move ent or congestion of traffic; services, including <br /> arra gement of signs and lighting devices as to prevent <br /> the ccurrence of nuisances; landscaping and other <br /> simi ar features to prevent the littering or accumula- <br /> tion of trash, together with other factors deemed to <br /> -10- <br />
