That the proposed use/development is cons stent in all respects with the spirit and intent of t e comprehensive plan and of this chapter, and that it would not be contrary to the general welfare and conomic prosperity of the City or the immediate ne1g . That such use/development will lend economic stab'lity, compatible with the character of any sur- roun ing established areas. . That the use/development is adequate for inte nal efficiency of the proposal, considering the func ions of residents, recreation, public access, safe y and such factors including storm drainage faci ities, sewage and water facilities, grades, dust cont ol and such other factors directly related to publ'c health and convenience. . That external effects of the proposal are cont oIled, considering compatability of land use; move ent or congestion of traffic; services, including arra gement of signs and lighting devices as to prevent the ccurrence of nuisances; landscaping and other simi ar features to prevent the littering or accumula- tion of trash, together with other factors deemed to -10-
