<br />Planning Commission <br />Meeting Minutes <br />NOVEMBER 9, 2006 <br />Page 5 of 9 <br /> <br />McA vinew stated that he supports such a program. He did suggest that for the program to work <br />best in Louisville there needs to be density bonus available to the developer. <br /> <br />Deborski stated that he supports a density bonus feature. He also suggested that instead of <br />rounding up the fraction of a unit that cash-in-lieu option be available for that fraction of a unit. <br /> <br />Pritchard stated that he does not support the program. <br /> <br />Lipton thanked the applicant, staff and commissioners for the good discussion regarding <br />Affordable Housing. He also stated that the program should be more incentive based. He also <br />asked if there were other options/tools that can be used to accomplish the Affordable Housing <br />concept. <br /> <br />Loo stated that she sees no incentives in the program as presented and incentives are needed. <br />One incentive would be the addition of the density bonus. She also questioned if Boulder and <br />Longmont are the best sample communities to use for basing the City of Louisville program. <br /> <br />Dalton stated that the project needs incentives. To round-up the number of units would require a <br />density bonus. <br /> <br />Hartman stated that she supports the program and the need for incentives. <br /> <br />Sheets stated that she supports the program. She would also like to see the incentives that can be <br />created, such as a density bonus. She also requested information on the Rules and Regulations of <br />how the program will be implemented in Louisville. <br /> <br />Keany requested discussion for clarification on the points identified by the Commissioners for <br />additional information they need to move forward. Lipton granted the discussion. The following <br />points were identified: the scaling after 5 units and cash-in-lieu, how the program would be <br />implemented in Louisville, and incentives <br /> <br />Lipton moved and Dalton seconded a motion to continue the Inclusionary Zoning agenda item to <br />the January 11, 2007 hearing.
