<br />The third floor occupies an area approximately 60% the size of the second floor. <br />The property is subject to the requirements of the Downtown Louisville Framework Plan, <br />Downtown Design Handbook, as well as the requirements of the Louisville Municipal <br />Code (LMC) pertaining to building height, off-street parking, and overall Floor Area <br />Ration (FAR). <br />The applicant is requesting relief from the Design Handbook and the Framework Plan <br />with respect to FAR, building height, and setbacks as follows: <br />. Building Height: Allowed 35 feet with a maximum of two stories. Requesting 45 <br />feet in height to the top of the pitched roof. An alternative design of a flat roof <br />would reduce the height to 40 feet. <br />. Floor Area Ration: Allowed FAR of 1.3. Requesting aFAR of approximately <br />1.67 which is a difference of approximately 8,730 SF. <br />. Setbacks: Proposed at 2 feet from South Street, 4 feet from Main Street, 22 feet <br />from the eastern property line and 10 feet from the southern property line. The <br />South Street and Main Street setbacks are the two areas requiring a waiver. <br />Other criteria to consider include: <br />. Parking: Provided in both underground and surface parking (along the alley on the <br />east side of the building). Seventy (70) parking spaces are required for the <br />building (44 spaces for retail and office, 26 for residential). The applicant has <br />provided a total of 60 parking spaces. Staff has advised the applicant that the City <br />will require a parking improvement fee of $3,600 per space for a total of $36,000 <br />(based on 10 parking spaces). <br />. Historic Preservation Commission reviewed the application and recommended the <br />applicant landmark Joe's Market, as part of this development. <br />Special Review Use Criteria summary: There are five criteria to be considered. A mixed use development: 14,400 SF retail on the street level; 6,800 SF Office and 8,900 <br />SF residential on the 2nd level; 9,400 SF residential on the 3rd level and a below grade <br />parking garage for 48 vehicles. <br />. Site is comprised of 4 existing parcels on Main St. (920, 924, 932 and 940) <br />. The proposed building is subject to the guidelines in the Downtown Framework Plan, the <br />Downtown Design Guidelines and Standards and the Commercial Development Design <br />Standards and Guidelines. <br />.
