<br />Planning Commission <br />Meeting Minutes <br />JANUARY 11, 2007 <br />Page 7 of 9 <br /> <br />Applicant Presentation: <br />Frank Alexander, Louisville Housing Authority provided an overview of the program <br />requirements, the income certification protocol and calculating income eligibility. <br /> <br />Members of the Public: <br />Rick Brew, 457 Pearl St., Boulder, reviewed the letter he sent to the Planning Department. He <br />requested the Commission to consider how to give developers and the housing authority an <br />opportunity to get together to discuss the IZ. <br /> <br />Jay Keany, 1480 Wilson Place, Chair of the Louisville Housing Authority discussed the cash-in- <br />lieu and density bonus features of the ordinance. <br /> <br />Commission Questions of Staff and Applicant: <br />Sheets asked where the cash-in-lieu funds would be held. <br /> <br />Wood stated they would go into a special housing fund. <br /> <br />Keany stated the intent of the money would be having it put back into the program. <br /> <br />Sheets asked if the housing authority had addressed the administration of the program and the <br />overall cost of the program. <br /> <br />Wood stated it had not been done. <br /> <br />Keany stated it could be a multi-community managed program. <br /> <br />McA vinew and Deborski expressed concerns with the administration of the program and not <br />having that already in place. <br /> <br />Lipton, Loo, Dalton and Deborski discussed how the cost of the affordable housing unit would <br />be built into the cost of other homes in the development. It also included a discussion of the <br />importance of a density bonus. <br /> <br />Public Hearing Closed / Commission Comments: <br />Sheets stated she generally favors an affordable housing program but she sees several details that <br />need to be worked out. <br /> <br />Deborski stated his support for the concept of an affordable housing program. He also supports <br />the request from Brew to bring together some developers and the Housing Authority. <br /> <br />Pritchard stated the developers need to have the opportunity to have input. He also stated that he <br />does not support the program. <br /> <br />Loo stated the document is a flawed document. She expressed concern with the amount of effort <br />being put into the program and is it really worth it. <br /> <br />Dalton's remarks were as follows: <br />. This is a scheme for subsidizing home ownership as opposed to subsidized rental. The <br />implicit understanding in an undertaking such as this is that the community should make <br />the American dream of home ownership more easily achievable at public (taxpayer) <br />expense. <br />. If this were Superior before Rock Creek began construction, this would be a fair way to <br />proceed, because it would tax virtually all of the other residents. They would be <br />supporting (subsidizing) this 10" portion of the dwellings. <br />
