PAGE TWO <br />SUBJECT: RESOLUTION NO. __, SERIES 2011, A RESOLUTION AMENDING THE <br />2011 BUDGET <br />DATE: MAY 17, 2011 <br />A public hearing is required to amend the budget. Notice of public hearing was published as <br />required by law. <br />The budget amendment is shown by line item detail and subtotaled by fund in Appendices A, B, <br />and C to the Resolution. The following discussion includes departmental narratives for each <br />line item or set of line items. <br />Carry Forward of Unused Appropriations from 2010 (Appendix A to the Resolution) <br />028-799-55330.06 Trail Improvements (+$70,800) <br />This is to improve the trail crossing in the north-east corner of Heritage Park connecting to <br />Daughenbaugh and Warembourg Open Space. The need for a trail crossing improvement was <br />realized during the public process for the Heritage Park Renovation Project. <br />028-799-55330-68 Hecla Lake Habitat Improvements ($10,000) <br />This carry forward is to retain a consultant to review the North End Developer’s feasibility report <br />for Hecla Lake per subdivision requirements and to evaluate and determine what, if any, issues <br />remain unresolved regarding protection, surface discharge, seepage, dam structure, <br />emergency spillway, toe drain, etc., and to verify that Hecla Reservoir is acceptable to the City. <br />The City will be reimbursed for customary cost associated with this review. In addition, the City <br />will need to fund a study to determine and make recommendations on the viability of Hecla <br />Reservoir as a birding sanctuary including but not limited to water depth variances, aquatic <br />plant material/vegetation, management and sustainability. Hecla has been identified by OSAB <br />as a preferred site for a birding sanctuary but another alternative is a fishing pond. The City is <br />also responsible for any cost associated with evaluating and funding the cost of inlet and outlet <br />structures that exceed the developer’s responsibilities. <br />028-799-55540-00 GIS Implementation (+$11,950) <br />042-110-55540-00 GIS Implementation (+$11,950) <br />051-499-55540-00 GIS Implementation (+$11,950) <br />052-499-55540-00 GIS Implementation (+$11,950) <br />To pay the remaining invoices for the Fugro Horizons Flyover project. Work began in 2010, but <br />final work was not completed and invoiced until 2011. This is for aerial photo and basemap <br />data for GIS project implementation. <br />029-799-55330-24 Skateboard Park (+$46,000) <br />Staff determined that the originally planned location for a shade shelter at the Skateboard Park <br />would interfere with the function of the skating area. Staff is evaluating an alternative location <br />to address a valid concern and provide a much needed shade structure at the Skate Park. <br />029-799-55330-59 Landscape Replacement Programs – Parks (+$37,610) <br />The Heritage Park upgrade program began in late fall 2010 with the award of a contract and did <br />not permit all concrete, landscaping and completion of site work within the fiscal year. The <br />balance of the renovation will be completed in the spring of 2011. <br />é <br /> <br />
