BRaD <br />Meeting Summary <br />May 2, 2011 <br />Page 2 of 5 <br />PUBLIC COMMENTS NOT ON AGENDA - <br />None <br />RESET MEETING DATES FOR JULY AND SEPTEMBER <br />– Due to the Monday holiday in July <br />th <br />and September, the BRaD meetings will be rescheduled to Wednesday, July 6 and Tuesday, <br />th <br />September 6. Both rescheduled meetings will take place at 8:00 a.m. in the Library meeting <br />room. <br />CTC TRAIL UPDATE – Joe Stevens <br />The estimated project cost for building the trail is approximately $105K for a 1,200 feet, mostly <br />crusher fines trail, with a couple of switchbacks, that will connect to the Coal Creek Trail. The <br />budget for building the trail is going to be requested in the 2012 capital budget. From a staff <br />perspective, the CTC trail, has always had the support of staff in the 5-year Capital Project plan. <br />The proposed plan for the trail will be presented to the Open Space Advisory Board at their May <br />th <br />11 meeting to obtain a Board recommendation. Staff is hoping to receive a positive <br />recommendation from the Board and hopes to have a funding partner with the CTC Metro District. <br />Michael Menaker would like to see another 6 months worth of sales tax revenue before he would <br />be in support of designating City funds to build the trail. <br />Scott Reichenberg, CTC, said the CTC Metro District is hoping to have their recommendation in a <br />couple of weeks for possibly funding a portion of the project costs. <br />POSSIBLE INCENTIVES FOR LANDMARKING HISTORIC COMMERCIAL PROPERTY – Sean <br />McCartney representing the Historic Preservation Commission (HPC) <br />Sean, on behalf of HPC, presented the Commission’s proposal to offer incentives for landmarking <br />commercial property similar to what is offered in the Code for landmarking a residential property. <br />The proposal is to provide an incentive for landmarking of commercial structures in the downtown <br />commercial core. The HPC hopes to get a discussion/public process underway to gain support for <br />this change in wording within the ordinance and then present to Council. Michael Menaker asked <br />if funds could be used for new construction and suggested providing more general language in the <br />Code. Hank Dalton suggested polling the property owners and developers in attendance to get <br />their opinions, which was mostly favorable of the proposal and they looked at it as a positive as <br />long as the money is being granted without strings attached. <br />Hank Dalton also suggested to consider linking the demo permit with landmarking and shortening <br />the number of days for the demo permit. Michael Menaker said he would strongly object to linking <br />a demolition permit to a PUD because action on the demolition permit should reflect whether or not <br />the structure has historic value and that determination should be independent of any PUD. The <br />discussion for this as well as the proposal for commercial landmarking is being postponed to the <br />th <br />July 12 joint meeting. <br /> <br />
