<br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF LOUISVILLE, COLORADO: <br /> <br />1. The amendments to the Louisville Home Rule Charter submitted by initiative petition <br />certified to the City Council on August 17,2004, shall be submitted to the registered electors ofthe <br />City of Louisville at a November 2, 2004 special municipal election, which election is to be <br />conducted as a coordinated election with Boulder County in accordance with the Uniform Election <br />Code of 1992, as amended. For the purposes of such special municipal election, and pursuant to <br />C.RS. Section 31-2-210(3), the following ballot title is hereby set for such proposed initiated <br />amendments: <br /> <br />BALLOT ISSUE 200 <br /> <br />SHALL THE LOUISVILLE HOME RULE CHARTER BE AMENDED TO REPLACE THE <br />CURRENT REQUIREMENTS ON CITY COUNCIL STUDY SESSIONS WITH <br />REQUIREMENTS APPLICABLE TO STl.JDY SESSIONS OF ALL CITY PUBLIC BODIES; <br />TO EXTEND THE PROHIBITION ON FINAL DECISIONS AT STUDY SESSIONS TO <br />PRELIMINARY OR FINAL DECISIONS; TO REQUIRE 72 HOURS NOTICE OF ALL <br />STUDY SESSIONS AND MEETINGS OF CITY PUBLIC BODIES, OTHER THAN <br />EMERGENCY MEETINGS OF CITY COUNCIL; TO ADD PROCEDURES AND CRITERIA <br />FOR ASSERTED VIOLATIONS OF THE STANDARDS FOR CONDUCT OF STUDY <br />SESSIONS; TO REQUIRE THAT A WRITTEN RECORD OF ANY STUDY SESSION BE <br />PREP ARED WITHIN FIVE DAYS OF SUCH SESSION; TO REQUIRE THAT ALL <br />MEETINGS OF CITY PUBLIC BODIES OCCUR IN PUBLIC BUILDINGS AND FACILITIES <br />ACCESSIBLE TO ALL MEMBERS OF THE PUBLIC; TO REQUIRE THAT CITY <br />OFFICIALS PARTICIPATE IN AT LEAST ONE OPEN GOVERNMENT-RELATED <br />SEMINAR EVERY TWO YEARS; TO REQUIRE THAT THE CITY PUBLISH A FREE <br />PAMPHLET SUMMARIZING ARTICLES 4 AND 5 OF THE CHARTER AND OTHER <br />LAWS RELATING TO CITIZEN PARTICIPATION IN MUNICIPAL GOVERNMENT; TO <br />PROHIBIT FEES FOR INSPECTION OF CITY RECORDS AND TO LIMIT FEES FOR <br />ASSEMBLING AND COPYING CITY RECORDS TO, RESPECTIVELY, ACTUAL LABOR <br />COSTS AND ACTUAL COPYING COSTS; TO REQUIRE THE MAINTENANCE OF A <br />COMMUNICATIONS FILE REGARDING MATTERS ON PAST OR FUTURE CITY <br />COUNCIL AND PLANNING COMMISSION AGENDAS; TO REQUIRE THAT AGENDA- <br />RELATED MATERIAL FOR EACH CITY PUBLIC BODY BE MADE AVAILABLE TO THE <br />PUBLIC AND IN ELECTRONIC FORMAT IF A V AILABLE; TO REQUIRE PREPARATION <br />OF A PLAN FOR WEB-SITE DISSEMINATION OF AGENDA-RELATED MATERIAL; TO <br />PROHIBIT CITY COUNCIL OR PLANNING COMMISSION DISCUSSION OR <br />CONSIDERATION OF ANY DOCUMENT SUBMITTED TO THEM AT A MEETING <br />UNLESS THE DOCUMENT IS IMMEDIATELY MADE AVAILABLE TO THE PUBLIC; TO <br />PROHIBIT CITY PUBLIC BODIES FROM ENGAGING IN SUBSTANTIVE DISCUSSIONS <br />OF ANY SUBJECT THAT IS NOT LISTED ON THE PUBLIC BODY'S MEETING AGENDA <br />OR SUBSTANTIALLY RELATED TO A SUBJECT LISTED ON THE AGENDA, UNLESS <br />SUCH DISCUSSIONS ARE PERMITTED WITHIN THE PARAMETERS OF AN <br />EMERGENCY MEETING OR UPON FINDINGS BY THE PRESIDING OFFICER; TO ADD <br />
