It <br />shall be the responsibility of the supervisor to <br />consider any appeal presented to clarify the problem <br />for the employee and initiate any indicated corrective <br />action. <br /> <br />2. Administrative Consideration. If the <br />supervisor does not satisfactorily resolve an <br />employee's appeal within 10 work days of presentation <br />to the supervisor or Department Head, the employee may <br />present his appeal to the City Administrator for <br />consideration. The date that the employee refers <br />his appeal to the City Administrator must be noted in <br />writing to the department head. The City Administrator <br />shall investigate the appeal as thoroughly as neces- <br />sary and shall thereupon issue a decision in writing. <br />When disciplinary action is taken against ~ department <br />head, he may ~peal disciplinary actlon taken by the <br />City Administrator. However, there shall be no <br />initial review by the supervisor but-only review by <br />the ci ty Administrator. The decision (")fthe City- <br />Administrator may be appealed in writing to the City <br />Council within twenty work days (20) of the City <br />Administrator's decision. The city Councll shall <br />then decide whether to consider the appeal and the <br />procedure to be:Eollowed if the appeal is to be--- <br />considered~ The decision-of the City Council-on <br />the matters shall be final. <br /> <br />6 A-7. GRIEVANCES: Any employee who feels he has a grievance <br />must follow the procedures as outlined below for consideration of his <br />grievance: <br /> <br />1. Supervisory Consideration. Any employee <br />who feels he has a grievance shall first bring it to <br />the attention of his immediate supervisor within five <br />days of the event giving rise to the grievance. It <br />shall be the responsibility of the supervisor to <br />consider any grievance presented to clarify the <br />problem for the employee and to initiate any indicated <br />corrective action. If the supervisor does not satis- <br />factorily resolve the grievance within lU working days <br />of the presentation to the supervisor, the employee <br />may present his grievance to the City Administrator <br />for consideration. The City Adminlstrator shall <br />investigate the grievance as thoroughly as necessary <br />in order to resolve and correct any difficulty and <br />shall take any action required. <br /> <br />CHAPTER VII <br /> <br />Note: Page 46 and 47 should be shifted in the updated <br />Code. <br /> <br />7 B-2. PUBLIC WORKS AND COMMUNITY SERVICES: The normal <br />work week for employees or-the publu:;works and. community services <br />departments shall be based on forty hours. Hours and days worked <br />by employees in these departments are to be established by the <br />Director of Public Works an~ the Director of Community Services. <br /> <br />7 D-l. PROMOTION PROBATION: The advanced employee shall <br />be on "Promotion probation" for one ~undred eighty days (180) in the <br />new position. At the end of the one hundred elghty day period, the <br />employee will be entitled to hold the advanced position as a <br />permanent position or one of comparable status. <br /> <br />7 D-2.
