ROLE OF ~ffiYOR AND CITY COUNCIL: The elected members <br /> of the City Council -and Ihe-elected Mayo~ are charged with the law <br /> Making and policy making powers for the City of Louisville. They are <br /> the City Leaders upon whose shoulders rest the responsibility for <br /> giving governmental direction to the community. <br /> 1 D. CHAIN OF CO~ll1AND: Every employee of the City of <br /> Louisville 1S a memberof the team, regardless of his duties or his <br /> employment status. There 1S an established "chain of command" that <br /> all employees must adherE~ to in order to communicate throughout the <br /> City governmental organization. When the City Administrator wishes <br /> to make an announcement, the notification makes its way to the <br /> Department Heads, from them to division supervisors and to the <br /> operating employees in every department. <br /> Likewise, if an employee has a complaint or a suggestion, <br /> the communication must proceed up to the chain without skipping a <br /> single link. In this manner, the entire City organization can be <br /> coordinated toward the overall objective of service to the public. <br /> This procedure shall not preclude the right of any taxpayer <br /> employee to contact his elected representative concerning City <br /> business, other than E~rsonnel matters covered by this Code. <br /> 1 E. TEMPORARY ADMINISTRATOR.
