Appointing Authority: Refers to the Ci'!:y Administrator <br /> or ~ pepartment Head of t,he City of Louisville having power to <br /> authorize any personnel action as under this Code. <br /> ------ <br /> 10. Demotion: Refers to the change of an employee to a <br /> lower salary range or to ~ ' lower job classification. <br /> ll. Department Head: A Department Head shall be a Depart- <br /> ment Head appointed by theCIty Administrator as per the Louisville <br /> Municipal Code. -- --- - - -- <br /> 13. Effective Date: The effective date of an employee <br /> will be the first date whcen- the employee begins work for the City <br /> a~ set forth on ~ personnel action form. <br /> - <br /> 20. position and Salary Range Table: That portion of the <br /> Louisville Municipal COdE: and Personnel Hanual outlining all the <br /> position titles and the corresponding grades and salary range for <br /> said title. <br /> L4. Retirement: This 1S the normal termination of an <br /> employee after obtaining the age of 2Q years as in accordance with <br /> all applicable state and federal laws. <br /> CHAPTER I <br /> 1 A. ROLE OF ~ffiYOR AND CITY COUNCIL: The elected members <br /> of the City Council -and Ihe-elected Mayo~ are charged with the law <br /> Making and policy making powers for the City of Louisville. They are <br /> the City Leaders upon whose shoulders rest the responsibility for <br /> giving governmental direction to the community. <br /> 1 D. CHAIN OF CO~ll1AND: Every employee of the City of <br /> Louisville 1S a memberof the team, regardless of his duties or his <br /> employment status. There 1S an established "chain of command" that <br /> all employees must adherE~ to in order to communicate throughout the <br /> City governmental organization. When the City Administrator wishes <br /> to make an announcement, the notification makes its way to the <br /> Department Heads, from them to division supervisors and to the <br /> operating employees in every department. <br /> Likewise, if an employee has a complaint or a suggestion, <br /> the communication must proceed up to the chain without skipping a <br /> single link. In this manner, the entire City organization can be <br /> coordinated toward the overall objective of service to the public. <br /> This procedure shall not preclude the right of any taxpayer <br /> employee to contact his elected representative concerning City <br /> business, other than E~rsonnel matters covered by this Code. <br /> 1 E. TEMPORARY ADMINISTRATOR. In the event the City <br /> .Z\dministrator is -outside -of the City, re'l')laced or unavailable or <br /> unable to .act, the persor~ ~esignated previously by the City Adminis- <br /> trator shall act in the City Administrator's place under this Code. <br /> In the even!:. n~ pe!:son hilS -bee!?:. designated by' the City Administrator, <br /> the ~ayor may designate ~.,hc~ shall ac!:, a~ chief administrative officer <br /> under this Code. <br /> -- <br />
