. - OnDINANCE NO. 630 AN ORDINANCE ESTABLISHING MINIMUM STANDARDS FOR INSULATING RESIDENTIAL STRUCTURES WITHIN THE CITY OF LOUISVILLE. WHEREAS, due to increasing energy Drices and demands there is need for efficient insulation of residential structures; and, WHEREAS, the State Legislature has adopted state wide standards for Residential Buildin~ Energy Conservation; and WHEREAS, local governments are urged and directed to adopt such standards as a part of their local codes; NOW, THEREFOFlE, BE IT ORDAINED BY THF CITY COUNCIL OF THE CITY OF LOUISVILLE, COLORADO: Section 1. That Title 15 be amended to add Chapter 15.36, to be known as Residential Building Energy Conservation Standards, to the Louisville Municipal Code of the City of Louisville, as follows: 15 . ~i6 Residential Building Energy Conservation Standards. 15.2',6.010 Definitions. The following words and phrases, whenever used in this section, shall be construed as defined herein unless from the con- text, a different meaning is specifically defined and more particu- larly directed to the use of such words or phrases: A. ASHHAE - American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. B. Exterior walls- the vertical or within 300 of vertical elements of a building which enclose spaces through which eneTgy may be transferred to or from the exterior. C. Heated space - a space within a building which is provided with a positive heat supply to maintain air temperature of 500F or higher. D. Renovation- any structural alteration, or repair to a residential building which results in, or is likely to result ln, a fifty per cent or greater increase in the value of the building. E. Residential structure - any building which by design includes heated space and is intend- ed for human use as a living or multi-family dwellings not to exceed three stories above grade, but excluding private garages. F. R-value - the reciprocal of the average overall coefficient of heat transmission in BTU's (British thermal units) per hour. The measure of resistance of a material or building component to the passage of heat as set by ASHRAE.
