2) Parking — tenants are told that they do not own the space they park in and it is not <br />assigned to them, but people tend to pick a spot and call it their own. New tenants are told <br />to park anywhere they want - they then do that thinking that it is ok, but existing tenants <br />will then tell them they are parking in someone else's spot. What can be done to let <br />people know "definitively that they do not own these spaces? Frank asked if it would be <br />better to have assigned spaces - that was offered at res ident:meetings but voted down: <br />Karen suggested that current policy be reiterated at next monthly resident meeting. <br />Director's Report <br />Frank saidthat the main thing he wanted to discuss was terrain, negotiation around multiple <br />levels of budget cuts. This has been a challenge and will continue to be for several years - it is <br />not just a product of poor economy. This is an issue statewide — massive caseloads and demand <br />are everywhere.. What : this means for us is having to track everything = : tenants, rents, <br />Maintenance, property tax evaluations, and mill levy additions to budget:. All of these things <br />affect our agency in significant ways. Federal programs have an impact, too "discretionary <br />spending" at. the. Federal level greatly affects. our programs. We have seen a 130% increase in <br />food assistance caseload and a 60% increase in Medicaid caseload. As an agency, we are trying; <br />to stay on top ofthis as much as possible, while alsatrying to mitigate budget cuts. We are in a <br />good position to: weather this storm but it will still be a challenge. As people's basic needs are <br />not met, their other problems multiply. We feel strong and determined to face challenges, . but it <br />will be tough for at least the next two years. Many agencies and government -entities are using <br />the economic downturn to face the reality' of what they can and cannot do at:this time <br />Finance Report <br />a) 2011. Audit Update <br />Frank clarified that there are three options: <br />• Loan money to ESLP: <br />• Gift the money to ESLP. <br />Steve agreed that it is reality and stated that these conditions make Chuck's proposal of. <br />disposition make more sense. <br />Clinton Gunderson was in -house for two weeks for an audit, focusing on Lydia Morgan and East <br />Street, and there is one item that requires Board attention. :It came to our attention that we were <br />not applying the cash flow to the operating reserves for the past 6 years - has been underfunded <br />by $30,000. One suggestion is that LHA .returns the three payments of interest ($16,404) they <br />received — there would then be about $14,000 remaining. The money can be returned in the form <br />of a loan. We presented this to county attorney Jeremy Durham for advice - we can also contact <br />Lisa Bangs for further info. Our interpretation at the time was that everything was being done <br />'.correctly. Clinton Gunderson's interpretation was that the money needs to be repaid - Jeremy <br />Durham agreed. Frank says that it is not a giant problem and that it can be corrected. <br />Steve clarified that this is money LHA is owed by East Street Limited Partnership. <br />
