<br />/""-- <br /> <br /> <br /> <br /> <br />B. No public official or employee shall attempt to influence <br />the hiring or appointment of any relative by the City. <br /> <br />C. No public officer or employee with respect to any con- <br />tract or transaction which is, or may be, the subject of an official <br />act or action of the City, shall personally acquire an interest in any <br />property which may be affected by such City action; nor, disclose any <br />confidential information concerning a contract or transaction which may <br />involve the City for the purpose of advancing any private interest. <br /> <br />D. No public officer or employee shall engage in or accept <br />private employment or render service for private interest when such <br />employment or service would tend to impair his independence of judg- <br />ment or action in the performance of his official duties unless dis- <br />closure is made as provided in this Chapter. <br /> <br />E. No public officer or employee shall appear on behalf <br />of any persons, other than himself, his spouse, minor children, <br />parents, or grandparents before any City agency. However, a member <br />of the City Council may appear before any municipal agency on <br />behalf of his constituents in the course of his duties as a rep- <br />resentative of the electorate or in the performance of public or <br />civic obligations. <br /> <br />F. No public officer or employee who in his capacity as <br />such officer or employee participates in the making of a contract in <br />which he has a private pecuniary interest, direct or indirect, or <br />performs in regard to that contract some function requiring the exer- <br />cise of discretion on his part, shall enter into any contract with the <br />City unless the contract is awarded through proper bid process, as <br />required by section 3.08.010 of this Code. <br /> <br />G. No public officer shall request or permit the unauthor- <br />ized use of any City owned vehicles, equipment, personnel, materials, <br />or property for personal convenience or profit. <br /> <br />H. No public officer or employee shall request or grant <br />any special consideration, treatment, or advantage to any citizen <br />beyond that which is available to every other citizen in similar <br />circumstances or need. <br /> <br />1. A public offi.cial or employee shall not, at any time <br />within two years after his termination from the City, for any remunera- <br />tion appear before any Board, commission, conunittee, or agency of the <br />Ci ty in relation to or wi t:h respect to any matter in which he was <br />directly involved in the review, acceptance or control of such matter <br />while a city official or E!mployee. <br /> <br />J. At any meeting or gathering of four or more members <br />of the City Councilor any appointed Board of the City, the Council <br />or Board members shall not: discuss any public business influencing <br />or bearing upon any city policy making unless such meeting is open to <br />the general public and prior notice for such meeting has been given. <br />This section shall not apply to meetings devoted solely and entirely <br />to personnel matters, attorney-client matters, and/or to discuss the <br />purchase or sale of water rights for the City. <br /> <br />2.80.040 Disclosure <br /> <br />A. A public officer or employee shall dispose of any <br />private interest which he may have in an official act or transaction <br />as follows: <br /> <br />1. Any elected or appointed public official <br />who has any financial interest in any proposed <br />City action before the City Councilor a City <br />Board of which the public official is a member <br />shall inunediately disclose such interest as a <br />part of the public proceedings. After such <br />disclosure the public official may respond to <br />any questions on the matter, but the public <br />official shall not vote on the matter. <br /> <br /> <br />-3- <br />
