The Department of Public Works shall be comprised of the following ~unicipal function, ~ water, engineering, street, waste water and vehicle equipment and maintenance. ( a) The Ci ty l\dministrator shall. appoint a person as the city engineer, who shall be traffic engineer for the city and shall supervise traffic engineering studies and projects relating traffic flow and control involving signs, and pavement marking. 2.40.030 Department of Com:rn.uni ty The Department of Community Services administered by a Director of Community Services, who shall be serve at the pleasure of the City Administrator. The epartP1ent of Community Services shall be comprised of the following functions: recreation, parks and forestry, transporta ion, cemetery, historical comrnission and museum, library, building an grounds, oublic aid and citizen programs. 2.40.040 Department of Community Develoome The Department of Community DeveloP~ent be administered by a Director of Co:mmuni ty Development, who shall pointed by and serve at the pleasure of the City A&Jinistrator. The eoartment of Community Development shall be comprised of the follow'ng municipal functions: planning, huilding inspection, public hous'ng and rehabili- tation. (a) The Director shall appoint a qualified as the city building official, who shall be enforcement officer for all building and con truction codes as adopted by Title 15. 2.40.050 Department of Finance and Person el The Department of Finance and ?ersonnel shal be administered by the Director of Finance, who shall be appointed by nd serve at the pleasure of the City Administrator. The DeDartmen of Finance and Personnel shall be comprised of the following muni ipal functions: accounting, budgeting, purchasing, utilities billing, ,ata processing, printing and reproduction. -5-
