City Hall/Police Station <br />Recreation Center/Senior Center Expansion <br />Library Expansion <br />Police Communications Center <br /> <br />$1,557,800 <br /> 1,500,000 <br /> 625,000 <br /> 750,000 <br /> <br />Total $4,432,800 <br /> <br />At the 2000 Goal Setting Session the City Council discussed a fee to ensure that new <br />development assisted in this funding. <br /> <br />A Community Investment Fee is an impact fee, or scheduled charge, that applies to new <br />development to generate revenue for the construction or expansion of public facilities that <br />are necessitated by and benefit the contributing development. This is a way to require <br />new development to assist in financing these construction or expansion projects. <br /> <br />The Community Investment Fee targets building or other capital facility projects that <br />meet one of the following criteria: <br /> <br />The replacement of existing facilities that no longer are adequate to meet <br />needs anticipated by growth. <br />The maintenance of service levels through facility usage. <br />The expansion of facilities in response to growth. <br /> <br />As an impact fee, the Community Investment Fee cannot be used for operation, <br />maintenance, or repair of City facilities. Impact fees are imposed for a particular purpose, <br />as a condition for approval in order to proceed with development. The fee is considered <br />regulatory in nature, and not a tax. New fees are not subject to voter approval according <br />to the TABOR amendment. <br /> <br />The public facilities that are constructed or expanded with the Community Investment <br />Fees are those that do not have a revenue source tied specifically to their operations. This <br />would exempt facilities associated with the City's enterprise funds: water, sewer and golf. <br /> <br />In order to determine the calculation it must first be determined who is charged. The fee <br />must be equitable and applied fairly. 'In order to accomplish this the fee should be applied <br />to both residential and non-residential development, since the ultimate goal of the fee <br />generation is to construct or expand facilities that will benefit all. <br /> <br />The Community Investment Fee shall be required for new construction and for alterations <br />or additions to an existing structure of twenty-five percent or more. The fee shall not <br />apply to the construction of any accessory structure. In addition, no fee shall be charged <br />when a structure replaces an existing comparable structure on the site.
