Mayer reported that the groundbreaking ceremony for the new Boulder County recycling <br />facility was a success. He explained that construction is scheduled to begin shortly and <br />the facility should be complete in approximately one year. <br /> <br />Sisk thanked Mayer for the number of hours he volunteers to the Boulder County <br />Recycling & Composting Authority. <br /> <br />Sisk stated that the roads on Outlot H by the Outback Steakhouse are in deplorable <br />condition. The roads are private streets; however, the assumption is that they are City <br />streets. He explained that he contacted the City Administrator to request that a letter be <br />sent to the homeowners association stating that measures will be taken if they do not <br />come into compliance with their subdivision agreement. <br /> <br />Mayer requested that the City Administrator contact the Mann Theatres to encourage <br />them to educate their patrons about the parking available behind the theatre and to <br />discourage parking along the road. <br /> <br />Sisk stated that the United Methodist Church will be providing food baskets to needy <br />Louisville families and requested to poll the Council for their support to assist the food <br />bank with additional funds, if necessary. <br /> <br />ORDINANCE NO. 1314, SERIES 1999 - AN ORDINANCE <br />AMENDING TITLE 3 OF THE LOUISVILLE MUNICIPAL CODE <br />BY THE ADDITION OF A NEW CHAPTER 3.16, ESTABLISHING A <br />COMMUNITY INVESTMENT FEE - 2ND READING - PUBLIC <br />HEARING (advertised Daily Camera 11/06/99) <br /> <br />Sisk called for City Attorney introduction. <br /> <br />Sam Light, City Attorney, read by title only Ordinance No. 1314, Series 1999 - An <br />Ordinance Amending Title 3 of the Louisville Municipal Code by the Addition of a New <br />Chapter 3.16, Establishing a Community Investment Fee. <br /> <br />Sisk called for staff presentation. <br /> <br />Dianne Ray, Finance Director, explained that at a May work session during discussions <br />of the 5-year Capital Improvements Plan, several projects were identified as those that <br />benefit the entire community and are now needed due to growth related issues.
