b. All new construction and substantial improvements shall be constructed using <br />methods and practices that minimize flood damage. <br />c. All new construction and substantial improvements shall be constructed with <br />electrical, heating, ventilation, plumbing, and air conditioning equipment and <br />other service facilities that are designed and/or located so as to prevent water <br />from entering or accumulating within the components during conditions of <br />flooding. <br />All of the improvements will be constructed above the base flood elevation which <br />will minimize any flood damage to the building. Subdivision proposals <br />N/A subdivision is not proposed <br />Staff finds this criterion has been met. <br />• 17.56.160.2.A Specific standards for nonresidential construction <br />2. Nonresidential construction. <br />a. New construction... shall have the lowest floor elevated to the level of the base <br />flood elevation and shall: <br />i. Have structural components capable of resisting hydrostatic and <br />hydrodynamic loads and effects of buoyancy; <br />ii. Be certified by a structural engineer or architect. <br />The structure at 1303 Empire Road is non-residential and therefore the lowest floor must <br />be elevated to the base flood elevation for the site. The subject property is located in <br />zone A of the FIRM map which means that base flood elevations have not been <br />determined. When there is not a base flood elevation for a site, FEMA requires that a <br />study be completed to establish a base flood elevation for the site. The applicant's <br />engineer, Mr. Curt Parker, completed a study of the floodplain in the area and determined <br />that the base flood elevation for the site is 5308.1 feet above sea level. The elevation <br />certificate provided shows that the top of the bottom floor of the existing structure at <br />1303 Empire is elevated to 5,310.6 feet above sea level. However, the elevation <br />certificate does not indicate how the base flood elevation was determined. Condition of <br />approval #1, was written to ensure the elevation certificate is revised to indicate the base <br />flood elevation, and how it was determined. <br />Staff finds that, as conditioned, this criterion has been met. <br />5 <br />
