Posted in City Hall, the Library, the <br />Recreation Center and the Police and Court Building on March 25, 2011. Mailed <br />to surrounding property owners on March 25, 2011. <br />Conflict of Interest and Disclosure: <br /> None heard. <br />Staff Report of Facts and Issues: <br />McMillan discussed the following: <br />The request is a special review use (SRU) to allow for the operation of a <br /> <br /> <br />private school on a property controlled by the Alvenus Park planned unit <br />development (PUD) plan at 1371 Hecla Drive. <br />The Alvenus Park PUD does not explicitly permit schools in the <br /> <br /> <br />development; therefore the applicant is going through the SRU process to <br />permit a school as part of the Alvenus Park PUD. <br />The school would be one of ten tenants in the buildings. <br /> <br /> <br />The space is located on the southern end of the building and has its own <br /> <br /> <br />entrance area separate from the other office spaces. <br />The property is accessed from two separate locations off of Hecla Drive. <br /> <br /> <br />Surface parking is located on the west and north side of the building. <br /> <br /> <br />The existing building will not be expanded and the current access points <br /> <br /> <br />and parking spaces will be maintained in their present location. <br />Hours of operation are: <br /> <br /> <br />1. Private School – Between 8:30 AM and 12:30 PM, Monday through <br />Friday, up to 20 students will be taught by 3-5 staff members. <br />2. Adult Education – Between 1 PM and 3 PM academic classes will <br />be provided for adults with developmental disabilities. A maximum <br />of 16 adults will be served by 3-4 staff members. <br />3. Group Tutoring – Between 4 Pm and 6 PM, Monday through <br />Friday, and between 9 AM and 1 PM on Saturdays, tutoring in a <br />group setting will be provided for up to 16 students. <br />McMillan reviewed the five (5) SRU criteria and stated staff finds they have all <br />been met. <br />McMillan requested the Planning Commission approve Resolution No. 10, Series <br />2011, a resolution recommending approval of a SRU to allow for the operation of <br />a private school on a property controlled by the Alvenus Park planned unit <br />development (PUD) plan with one condition: the approval of this SRU is granted <br />to Bolder Tutor only and cannot be transferred to a separate applicant. <br />Commission Questions of Staff: <br />None heard. <br /> <br />
