Staff Report of Facts and Issues: McMillan discussed the following: The request is a special review use (SRU) to allow for the operation of a  private school on a property controlled by the Alvenus Park planned unit development (PUD) plan at 1371 Hecla Drive. The Alvenus Park PUD does not explicitly permit schools in the  development; therefore the applicant is going through the SRU process to permit a school as part of the Alvenus Park PUD. The school would be one of ten tenants in the buildings.  The space is located on the southern end of the building and has its own  entrance area separate from the other office spaces. The property is accessed from two separate locations off of Hecla Drive.  Surface parking is located on the west and north side of the building.  The existing building will not be expanded and the current access points  and parking spaces will be maintained in their present location. Hours of operation are:  1. Private School – Between 8:30 AM and 12:30 PM, Monday through Friday, up to 20 students will be taught by 3-5 staff members. 2. Adult Education – Between 1 PM and 3 PM academic classes will be provided for adults with developmental disabilities. A maximum of 16 adults will be served by 3-4 staff members. 3. Group Tutoring – Between 4 Pm and 6 PM, Monday through Friday, and between 9 AM and 1 PM on Saturdays, tutoring in a group setting will be provided for up to 16 students. McMillan reviewed the five (5) SRU criteria and stated staff finds they have all been met. McMillan requested the Planning Commission approve Resolution No. 10, Series 2011, a resolution recommending approval of a SRU to allow for the operation of a private school on a property controlled by the Alvenus Park planned unit development (PUD) plan with one condition: the approval of this SRU is granted to Bolder Tutor only and cannot be transferred to a separate applicant.
